About this position
We are looking for dedicated, experienced and innovative Development Effectiveness and Impact Evaluation Consultants to join our team. The consultants will work in Washington DC, with expertise in at least one of the following areas: social protection, health, education, gender and diversity, labor markets and pensions, migration, firms, technology, capital markets, transport, water and sanitation, agriculture, rural development, climate, environment and natural resource management, energy, citizen security, reform of the state and fiscal management. The Consultants will (i) provide support to the design and implementation of impact evaluations of IDB’s operations; (ii) participate in the preparation of the Development Effectiveness Overview (DEO), project completion reports, evaluation guidelines, working papers, and other SPD reports related to development effectiveness; (iii) support quality at entry review of projects to be presented to the IDB Board; (iv) support results measurement and development effectiveness during project execution; and (v) contribute in a range of technical and sector topics.
You will work with the Strategy Development Division (SDV) of the Office of Strategic Planning and Development Effectiveness (SPD). SPD’s team is responsible, among others, for:
- Leading, coordinating, and monitoring the IDB Group’s Institutional Strategy.
- Leading the implementation of the IDB’s Development Effectiveness Framework.
- Assessing the evaluability and development effectiveness of IDB operations.
- Monitoring the performance of the IDB’s portfolio.
- Designing and reviewing the IDB’s lending instruments.
- Leading project capacity-building related to development effectiveness.
- Conducting strategic, corporate, and operational research.
- Gathering, analyzing, and reporting data to recommend best practices or new courses of action to improve the IDB’s overall performance and transparency.
What you’ll do:
The selected candidates will:
Support the delivery of planned operational, corporate and technical products and services of SPD/SDV that support, directly or indirectly, the development effectiveness of the Bank in the region.
- Support the improvement of the communication of our corporate results and of our knowledge products both internally and externally to and beyond the development community.
- Coordinate and participate in the design, implementation, analysis and reporting of impact evaluations related to IDB projects. Activities may include:
- Design questionnaires, define sampling frameworks, train enumerators, and coordinate with executing agencies and data collection firms before and during data collection activities.
- Carry out econometric and statistical analysis, as required, related to impact evaluation and studies.
- Assist and participate in the writing of different products drafts, as required.
- Participate in projects missions to Latin American and Caribbean (LAC) countries, when needed, to assist in issues related to development effectiveness and evaluation.
- Originate, participate in and oversee specialized analytic and research papers on areas of strategic importance to the LAC region.
- Oversee and participate in specialized training for personnel on evaluation techniques, as required.
- Oversee and participate in the dissemination of results of different analytic products, including preparation of presentations, executive summaries, or other materials, as required.
- Assist in formal review processes of operational documents (Project Proposal, Project Completion Report (PCR)) and application of the Development Effectiveness Matrix (DEM) and PCR Guidelines.
- Participate in the preparation, and as needed support execution, of loans for development projects, supporting teams in the preparation or review of: the vertical logic of the program; the economic analysis; the identification of indicators to monitor project effectiveness; and the preparation of impact evaluation designs that allow for attribution of project achievements.
- Maintain an active research agenda.
What you’ll need:
- Education: Master’s degree in Economics, Natural Resource and Agricultural Economics, Statistics, Public Policy, International Development, Demography or related field. A Doctoral degree is highly preferable.
- Experience: At least five years of relevant professional and academic experience in program evaluation, applied economics and development economics, or equivalent combination of education and experience.
- Languages: Proficiency in at least two of the Bank’s official languages (one being English or Spanish).

Requirements:
- Citizenship: You are a citizen of one of our 48-member countries.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration:
- Type of contract: International Consultant Full-Time
- Length of contract: 24 months, renewable for up to 12 months, for a maximum of 36 months.
