Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Introduction

Five million Palestinians in the State of Palestine (SoP) face major gaps in contributory and non-contributory social protection. National schemes have coverage and adequacy gaps and rely heavily on external financing, prompting concerns over sustainability. Humanitarian schemes are widespread but weakly aligned with national policies. Despite this, the SoP has progressively introduced social protection floors, including categorical social allowances for persons with severe disability and older persons; developed a draft social security law to cover private sector workers and their family members. Currently, the law remains on hold, leaving most private sector workers uncovered while only public sector workers benefit. The Gaza war underscores the urgency of extending coverage and improving coordination.

The ILO will continue to support reforms, capacity development, and social dialogue amongst tripartite stakeholders, promote the integration of humanitarian and development instruments along the humanitarian-development and peace nexus (HDPN), raise public awareness, and help design a realistic financing, implementation and administrative framework for social insurance and social assistance.

In this context, the ILO is implementing several projects that fall within the social protection portfolio– including EU-funded interventions with UNICEF on “Strengthening capacities towards a coherent national social protection system across the humanitarian, development and peace nexus” The ILO also supports the strengthening of the policy, legal and administrative infrastructure of the social protection system in the SoP.

During this contract, it is expected that:

The EU-funded HDPN project on strengthening capacities towards a coherent social protection system across the will undergo a mid-term evaluation. The ILO will maintain its overall portfolio of work on social protection, and further develop a resource mobilization strategy to broaden the country office’s portfolio and support policy reforms. Activities include facilitating nexus coordination forums, advising on the operationalisation of social allowances with the EU and MoSD, advancing analysis on both contributory and non-contributory social protection, and working with social partners on project proposals. The ILO will also continue its coordination with key social protection and nexus actors, as well as increasing its engagement on social protection in joint-UN work, such as the review and operationalization of an early recovery and recovery sectoral strategy for Gaza.

Within the policy and procedural requirements established by the ILO, the Social Protection Programme Technical Officer will be responsible for providing direct technical support to the above projects and contribute to the expected outcomes. The incumbent will assist in promoting ILO policies in the project-related technical areas and other components of the ILO Decent Work Agenda.

Reporting Lines

Successful selection for the post is contingent on the applicant being based in Jerusalem, with frequent travelling to ILO offices in Ramallah. The incumbent will report to the ILO Representative in Jerusalem as first line Manager and to the Social Protection Specialist for the ILO office for the Arab States in Beirut as Matrix Manager. The Officer will have management responsibilities for the National Social Protection Coordinator, based in Ramallah and other staff linked to social protection programming in Jerusalem and Ramallah.

The incumbent will ensure an effective coordination of ILO support in the field of social protection through timely provision of inputs, effective oversight and supervision of national collaborators and implementing partners, timely and efficient delivery of outputs, in conformity with ILO policies, project strategies, programming guidelines and administrative and financial procedures.

Description of Duties

Under the guidance and with support from the Matrix Manager, ensure effective coordination, planning, implementation, monitoring and evaluation of Development Cooperation project activities in the area of social protection in the SoP, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines, and administrative and financial procedures.

Facilitate mechanisms for regular exchange and interaction across projects, teams and initiatives in social protection in the SoP with the objective of ensuring good coordination, communication, coherence, integration and efficient joint decision making across project activities and initiatives, including to ensure streamlined communication/engagement with national counterparts.

Under the guidance of the Matrix Manager, ensure effective day-to-day line management of staff assigned under his/her responsibility.

Under the guidance of the Matrix Manager, maintain close liaison with governments, workers' and employers' organizations, and UN/non-governmental organizations, to discuss matters and follow up on a broad range of country programmes and projects. Maintain working contacts and collaboration with multi-lateral and bilateral donor agencies and draft proposals for funding.

Provide technical inputs and advice to the relevant ministries, social partners, national institutions, decentralized authorities, and other relevant institutions and national stakeholders, in close collaboration with agencies and development partners, regarding social security and social assistance reforms, in line with international labour standards.

Conduct research and integrate technical inputs for regional and country analyses, reports and publications related to the project and prepare discussion notes.

Develop training materials and conduct seminars and workshops.

Promote ILO policies regarding the project/programme, other fundamental rights at work and the relevant International Labour Standards through coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

Under the guidance of the Matrix Manager and the ILO Representative in Jerusalem maintain close liaisons with governments, workers' and employers' organizations, UN organizations, research institutions and non-governmental organizations which are involved in the field of social protection in the SoP.

Represent the Office in national, regional and global forums related to social protection as requested by the office, for instance national efforts by the UN and others to plan for the recovery in Gaza, or regional/global nexus coordination forums where the ILO ROAS wishes to maintain an active presence.

Undertake missions in relation to project implementation.

Undertake such other tasks and responsibilities as may be assigned by the Managers.

Required qualifications

Education

Advanced university degree in economics, public law, public administration, social sciences, development studies or a related field.

A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least five years of professional experience in the field of social protection and social policy including three years at the international level. Demonstrated experience in supporting social security and/or social protection reforms. Experience with implementation of non-contributory social protection programmes, including individual allowances for lifecycle groups and linkages of social protection to employment, would be an advantage, as would be work experience in the Arab States region.

Languages

Excellent command of English. Knowledge of Arabic would be a strong advantage.

Competencies

Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization. Ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field. Ability to formulate new concepts and methodologies and to synthesise research and reach empirically based conclusions on related subjects by understanding both the qualitative and quantitative approaches in social science research. Ability to draft reports and prepare guidelines relating to programme development and implementation. Ability to provide technical support to senior specialists, carrying out research, project formulation and implementation. Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda. Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques. Good computer skills. Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required. Ability to formulate new concepts and methodologies. Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards. Ability to develop training strategies and design training materials. Ability to formulate project proposals, policy documents and procedural matters. Excellent written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners. Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to new work structures, processes, requirements or cultures.
