The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in Office in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The OSCE Security Management System ensures the security, safety and well-being of OSCE staff while carrying out their work. Security Management serves as the clearing house for all security related issues, it defines the Organization’s safety and security policy and standards and it supports the Organization’s security managers in meeting their responsibilities. It also maintains contact with host authorities, as well as with partner organizations and embassies, on all security-related matters and participates actively in the Crisis Management Team and the Security Management Committee. Security Management currently comprises six staff members.


Tasks and Responsibilities:

Under the direct supervision of the Security Associate, the successful candidate will be tasked with the following duties:

Performing protective and physical security duties as part of the Premises Security Sub-Unit of the OSCE Security Management Unit. Working under the direct supervision of the Security Associate, the Security Guard performs day-to-day operational security tasks at the OSCE premises in Vienna. Performing access control duties at the entry points of OSCE premises on shift. Verifying the identification and authorizations of OSCE staff, delegates, visitors, and contractors in line with OSCE access control procedures. Conducting regular patrols of OSCE premises and surrounding areas to detect and prevent unauthorized activities, safety hazards, and security breaches. Acting as a first responder to emergency situations occurring on OSCE premises, including fire, medical emergencies, and security incidents. Completing the required Duty Log entries and OSCE Incident Reports as well as ensures timely and accurate reporting of security-related events in accordance with established procedures. Providing physical security at the Security Front Desk during assigned shift. Acting in accordance with OSCE policies and SOPs concerning weapons handling, including the issuance, carriage, and secure storage of OSCE-issued duty weapons. Performing other duties as assigned.

Necessary Qualifications:

Completed secondary education, supplemented by specialized training in security, military or police services. A minimum of three (3) years of working experience in security, law enforcement or military; a university degree in a relevant field may be considered as a substitute for up to two years of working experience only to determine eligibility; Knowledge of physical security procedures, emergency response, and surveillance systems; Computer literacy with practical experience in Microsoft applications; Practical knowledge of X/Ray machines and surveillance equipment operations is desirable; Knowledge of fire safety and first aid procedures; Physical fitness and readiness to perform security tasks (standing, walking, shift work); Ability to interact professionally with a wide range of individuals; Possession of a current Austrian firearms permit or ability to obtain and maintain such a permit in accordance with OSCE requirements is desirable. Excellent oral and written communication skills in English. Working knowledge of the German language is desirable. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Digital literacy and proficient use of Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is approximately EUR 3,400. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.
