The purpose of this position is to support the day-to-day implementation of the Shelter/WaSH related projects delivered by NRC in Derna Libya.If requested, may also needed to travel to surrounding areas of intervention. Projects in this area are delivered through direct implementation.

Specific responsibilities
Facilitate and supervise the construction and/or rehabilitation works of water and sanitation facilities, shelters and other community infrastructures identified by NRC. Facilitate and supervise community mobilisation, behaviour change interventions and kit distributions. Participate in preliminary activities (needs assessment, identification of beneficiaries, design of technical documents like BOQs, SOW) of the WASH and Shelter sector (including energy access component) Support capacity building of masons, skill and unskilled workers and local populations. Participate in the definition of themes and design of WASH and Shelter behaviour change tools/materials according to the target group (local authorities, management structures, beneficiary households) on each of the themes recommended by the NRC programme Promote the sustainability of settlements and community infrastructure interventions through technical training in the management and maintenance of the works Collect and share weekly evidence and required sources of verification of WASH-Shelter installations (distribution lists, photos, success stories, testimonies, minutes, field book) Provide feedback to line manager on goods and materials ordered, as well as the quality of work from contractors. Share the observations from the field, particularly the input received from beneficiaries to improve the programme. Support the implementation of Safe and Inclusive Programming throughout programmes. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the Shelter and WaSH project team, within other Core Competencies and with the Support Team.Critical interfaces

Generic professional competencies for this position:
Bachelor’s Degree in Civil Engineering, construction, architecture, water engineer, or equivalent. At least 1 year of technical experience in WASH and/or Shelter and construction fields. Demonstrated experience within technical expertise area of WASH and or Shelter with a focus on hardware aspects Experience from working within technical expertise area in a humanitarian/ recovery context Previous experience from working in complex and volatile contexts Proven ability to use MS Office software (especially Word and Excel) and competent in email communication with MS Outlook or Other related software. Proven ability to use engineering software such as AutoCAD, and other related software. Be willing and able to travel and work regularly on the field (outside office) Fluency in Arabic, both written and verbal Good skills in English, both written and verbal is a plus.Context/specific skills, knowledge and experience:
Knowledge of the context in East Libya Experience supervising construction and rehabilitation projects. Experience communicating effectively with stakeholders and communities. Excellent Community mobilization skills Good diplomatic skills and tact for community engagement Able to work under pressure and for extended working hours.
