  2. Line management of Shelter and WASH project staff
Responsible for the implementation of strategic plans and the management of day-to-day project activities including delegated budget portfolio Compliance and adherence to NRC policies, tools, manuals and guidelines, including the ones for Shelter and WASH. Coordinate and manage the implementation of shelter and WASH projects (project activities and documentation) in accordance with donor proposals, strategies and requirements in the Northern districts of Cabo Delgado. Ensure capacity building for project staff and transfer key skills. Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums / groups / working groups in Pemba. Provide regular progress reports to Area Manager and the Shelter & WASH Specialist Promote and share ideas for improvement and necessary changes in the activities; Liaise and collaborate with relevant local authorities and other key stakeholders; Promote the rights of IDPs/returnees in line with the advocacy strategy;

Specific responsibilities 

Provide leadership to the shelter and WASH team in the project activities Plan and coordinate activities based on informed decision-making through analysing indicator progress tools, budget spending tools, adherence to donor proposals and by elaborating, tracking and reviewing NRC workplans  Support and provide technical assistance to the development of staff in their work roles and responsibilities Identify priorities, issues and challenges related to project implementation Develop technical tools and documents to implement these new projects Ensure collaboration and coordination with all relevant stakeholders, including NRC departments, local organizations, INGOs, government institutions and UN agencies. Promote partnerships with local organisations and other peer organisations.   Identify synergies with other NRC sectors such as education and water and sanitation and shelter Find synergy with social safety net and resilience projects Contribute to NRC’s programme integration through referrals and multi-sector assessments Support monitoring and evaluation in collaboration with the M&E department for indicator tracking and accountability to affected populations

Generic professional competencies for this position: 

University degree in Civil Engineering, or related field Minimum 3 years of experience of project implementation and knowledge of project cycle management Experience from working in complex and volatile contexts, preferably humanitarian context Technical expertise in Shelter, and WASH humanitarian projects, Documented results related to the position’s responsibilities. Knowledge about own leadership skills/profile. Fluency in Portuguese  Advanced knowledge of English Knowledge of languages spoken in Cabo Delgado Commitment to humanitarian principles and NRC core values

 

Context related skills, knowledge and experience (shall be adapted to the specific position): 

Knowledge of the context in Cabo Delgado; Strong knowledge of MS package (Word, Excel…) and AutoCAD (or similar) Knowledge of project management tools, i.e., budgets, spending plans, Indicator Tracking Tables etc. Technical expertise on Shelter and WASH programming Good report writing skills Thorough understanding of SPHERE standards Basic knowledge of protection for protection mainstreaming
