Basic function

The Provincial Senior Technical Officer M&E/Strategic Information will work directly with the M&E Lead to monitor implementation of the PEPFAR/Centre for Disease Control (CDC) funded, FHI 360-led Technical Assistance (TA) Project to the Eastern Province Health Office (EPHO). S/he will work with the M&E Lead to provide technical assistance on robust M&E systems to ensure reporting of quality data that accurately reflect PHO and project performance. S/he will be responsible for coordinating data collection, collation, data quality assurance, data entry and reporting. S/he will also be required to be in constant communication with district staff to ensure smooth flow of the data from the sub-district, district through to the provincial level.

Duties and responsibilities

  • Operationalize the project monitoring and evaluation system at all levels-province, district, and facility- to support learning, decision making and accountability.
  • Lead the implementation of monitoring and evaluation activities within the Eastern Province and ensure the project M&E plan/strategy is implemented according to plan.
  • Provide regular feedback and updates to the M&E Lead on M&E activities at sub-district, district and provincial levels.
  • Training, mentoring and supporting district and sub-district level M&E staff which include district M&E Officers and data associates
  • Identify and recommend practical tools and methodologies to aggregate data from a variety of sources and report out on it.
  • Conduct periodic and systematic data collection and analysis of project results indicators, in conjunction with relevant project staff.
  • Assist with program-level evaluation.
  • Assist in translating M&E findings into success stories and other social media products.

    Qualifications and requirements

    • A University Degree in Demography, Monitoring and Evaluation, Statistics, Public Health or health related field. A Master’s degree will be an added advantage.
    • Minimum 6 years of professional experience in monitoring and evaluation of which two years should have been at a supervisory level.
    • Demonstrated analytical and assessment skills (including primary research and mixed-methods analysis).
    • Dynamic personality with demonstrated creativity and a willingness to learn.
    • Strong computer skills (MS Office suite) required.
    • Understanding of the Zambia health sector and experience working with Provincial Health Offices
