Organizational Setting and Reporting Relationship
The Senior Results Management Specialist (Development Impact) is assigned to the Private Sector Transaction Support Division (PSTS) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.
You will report to the Director, PSTS and will oversee junior team members.
Your Role
As a Senior Results Management Specialist (Development Impact), you will support the Director in the Development Effectiveness team and work with PSOD transaction and portfolio management teams providing solutions for the identification and assessment of development impact and effectiveness of private sector transactions in accordance with ADB strategy, policy, and guidelines.

a. Transaction Support
b. Development Effectiveness Reporting
Lead the development of new ways to improve development impact and effectiveness reporting that reduce the gap between self-assessment and independent validation scores Monitor development effectiveness information quality and develop mechanisms to strengthen and improve quality Conduct the review of relevant ADB documents to ensure quality, consistency and alignment with relevant ADB and PSOD strategies and policies from a development effectiveness perspective Prepare and deliver training for PSOD staff on lessons learned from project completion to directly strengthen projects during origination Lead the consolidation of development effectiveness data for PSOD, and preparing PSOD papers on development effectiveness to be used for communication to Management and the Board Collaborate in the preparation of PSOD's Annual Development Effectiveness Report by coordinating within PSOD and undertaking consultations with relevant ADB departmentsc. Development of the Portfolio Approach
Contribute to the development of the Portfolio Approach tool for PSOD Contribute to the design and enhancement of the Portfolio Approach architecture to ensure alignment with the needs of the Management and with PSOD priorities Contribute to the analytical work behind the Portfolio Approach tool ensuring effectiveness and usability of the toold. Ex-ante Development Impact Assessment
Help implement the ex-ante development impact framework for PSOD Collaborate in further developing of guidelines and training material for project teams and management on the ex-ante development impact framework Collaborate in institutionalization of the ex-ante development impact assessment framework by providing necessary input on technical and process related matters.e. Strategic Planning
Conduct work related to enhancing the development effectiveness of private sector projects Participate in interdepartmental working groups to provide inputs from PSOD's perspective on strategic issues, with a focus on representing PSOD's views on development effectiveness Coordinate with other relevant ADB departments for consistency on strategic issues, integration of policy commitments, and knowledge sharingf. Knowledge sharing
Participate in sector and thematic networks to stay informed about the latest developments and issues of relevance to PSOD Share knowledge and information about the PSOD new development effectiveness tools (including ex-ante development impact assessment tool and the portfolio approach) within PSOD and among relevant departments of ADBg. Staff supervision
Provide leadership and support for reporting staff including supervising their performance by providing clear direction and performing regular monitoring and feedback. Ensure the ongoing learning and development of reporting staff.You will need:
Master's Degree or equivalent in economics, finance, public policy, development, or business administration, or University degree and at least 5 years specialized experience relevant to the position can be considered. At least 10 years work experience preferably in the field of development impact assessment and evaluation, with a specific focus on private sector operations. International experience working in several countries. Sound knowledge and experience with designing and implementation of ex-ante development impact assessment framework. Understanding of the portfolio management concepts of development impact. International experience working in development in several countries, preferably in Asia and the Pacific region. Proven ability to work in teams and capability to work in multi-cultural environments. Experience managing staff and complex projects. Excellent skills in data governance and the use of advanced data processing and visualization tools. Excellent written and verbal communication skills in English. This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
