Senior Public Health Assistant

Organizational Setting and Work Relationships
The Senior Public Health Assistant supports UNHCR effort to minimise avoidable mortality and morbidity among population of concern (PoC). The incumbent provides technical guidance to Partners and coordinates health activities within the Area of Responsibility (AoR). The incumbent usually reports to a more senior Public Health colleague. S/he will be a member of the public health team and may also be the focal point for the health information system (HIS) within the AoR.
The incumbent of will support the direct contact with refugees concerning health related needs. S/He will lead the team of outreach medical volunteers in ensuring the access of PoCs to health services, especially in emergency cases. The Senior Public Health Assistant will technically support the in kind assistance with assistive devices and disability programs and ensure close link with the protection unit.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Conduct health counselling in UNHCR premises, document health assistances provided on RAIS.
- Assist in leading the team of health volunteers: draft plan for their monthly activities, follow up on the implementation, ensure reports are received, participate in the periodical team meetings, follow up on the capacity building for the team.
- Follow up on the case management of refugees with health problems, especially vulnerable refugees in need for home medical care.
- Assist the supervisor in collecting and compiling the reports for the ECC, and in the verification of hospital bills.
- Conduct field visits to the health facilities.
- Collect the visit reports of the health outreach to health facilities, analyse, and provide with the feedback.
- Participate in conducting focus group discussions, surveys and studies aiming at evaluating health programs and services.
- Provide technical support to field offices and partners in the area of in kind assistance with assistive devices, collect feedback and observations and prepare reports accordingly.
- In coordination with Community-Based Protection Unit support programme for disability including follow up on the implementation, document progress and participation in the evaluation of the programme.
- Regularly participate in the coordination meetings of the health sub working group on disabilities.
- Participate in the capacity building activities as required.
- Make recommendations to field offices and partners regarding the implementation of the SOP on medical assistive devices.
- Document health assistances on RAIS.
- Issue referrals to secondary health care services as per the Public Health SOP.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

- Perform other related duties as required.

Desired Candidate Profile The candidate must be an experienced public health officer with strong technical skills and additional skills involving cooperation with health actors, coordination with community-based protection services. She/He must me familiar with aspects related to the centrality of protection in the field of health and familiar to issues faced by refugees and displaced communities in relation to health. He/she must have at least 2 years of relevant professional experience with a bachelor's degree or at least 1 year of experience with a Bac+3 in health/nutrition. The incumbent must be able to monitor the health and nutrition activities implemented by UNHCR-funded partnerships in the field on a daily basis, facilitate the planning of these activities and build on the capacity of relevant actors. The incumbent must also have a good knowledge of the public health context in Burkina Faso, including recent advances in the RSU and be comfortable in keeping regular exchanges with health authorities.

She/he should be able to collaborate and have frequent contact with other colleagues and other units. She/he must possess risk management skills and a good understanding of UN inter-agency policies, excellent interpersonal and communication skills working with cross-functional teams, external stakeholders such as UNHCR-funded partners, implementing partners, decentralized and deconcentrated offices of host government ministries, on partnership issues and in the context of capacity building of partners and national staff.

The incumbent will be familiar with all aspects of refugee protection, partnership principles, code of conduct, UN and UNHCR protection rules, policies and regulations, as well as other relevant documents related to public health and nutrition of people in situations of forced displacement.
