The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.


The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.


The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization.


Tasks and Responsibilities:
Under the overall supervision of the OSCE Chief Medical Officer, the successful candidate will be tasked with the following duties:

Performing individual assessments and support for staff members and/ or mission members and/or teams and units experiencing personal and/ or interpersonal difficulties and/or presenting mental health-related symptoms or syndromes; performing acute and short/longer term psychological interventions (e.g., individual and/or group) whenever and wherever there is a need and upon a critical incident; Advising the OSCE Chief Medical Officer and senior management as necessary, on individual and/or group cases where an identified problem is likely to have professional and personal effects (e.g., work-related problem due to a psychological problem, conflict resolution, etc.); Advising as necessary, or upon request, with the aim of improving the working atmosphere in teams and resolving problems of a work-related or personal nature, which adversely affect job performance and productivity; Monitoring environmental factors that could lead to stress, with particular focus on stress related to critical incidents including emergency and crisis situations, and advising management on the appropriate measures to be taken; Planning, developing, implementing and delivering preventive stress management trainings, as well as resilience building courses and awareness raising campaigns for staff and mission members, including peer-to-peer trainings and interventions, also for medical personnel and lay persons; Developing and implementing the OSCE mental health policy as part of the OSCE Medical Standards; Assuring, in conjunction with the Medical Services, a continuum of services (referral, short-term supportive intervention) to staff and mission members, in case needed; Managing and liaising with National Mental health professionals and other psycho-medical resources; ensuring effective co-ordination with other international organizations and liaison with governmental and non-governmental agencies; Performing other administration and management related tasks as assigned.

Necessary Qualifications:

Second-level university degree in clinical psychology; Clinical license to provide psychological counselling or psychotherapy; A minimum of eight years of directly relevant professional experience; Experience in employee assistance programmes or organizational intervention; Experience in development of training material, evidence-based assessment and policy analysis; Experience with training, support and provision of peer-to-peer mental and behavioral health support programs working in large organizations; Experience and proven ability to manage a diverse mental health and behavioral clinical team dealing with a multitude of different patient presentations; Clinical experience in dealing with a wide range of mental disorders and illnesses as coded in the ICD10 and providing telepsychology; Experience with the OSCE, UN common system and/or other international organizations is an asset; Professional fluency in English with excellent communication (both oral and written) skills; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.
