    The position of Senior Project Officer (Urban Development) is assigned to the Water and Urban Development Sector Office (SD-WUD) within Sectors Department 2 (SD2). SD2 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region. SD2, which is comprised of the Agriculture, Food, Nature, and Rural Development Sector Office, SD-WUD, and the Digital Sector Office: delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with ADB’s developing member countries (DMCs); and ensures ADB’s technical leadership internally and externally,

    SD-WUD leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the water and urban development sectors. You will be based at our Pacific Liaison and Coordination Office (PLCO) in Sydney, Australia.

    You will have a primary reporting line to the designated Technical International staff or Director, SD-WUD on operational and policy-related matters and have a matrix reporting line to the Regional Director, PLCO on day-to-day administrative matters. You will oversee junior team members.

    Your Role

    As a Senior Project Officer (Urban Development), you will provide technical and operational support in project and TA administration, processing, and implementation in the water and urban sector, provide sector analyses for Country Partnership Strategy (CPS), country programming mission (CPM) and country portfolio review mission (CPRM), and policy analyses and dialogues. At this level, you are expected to take the assigned accountabilities as appropriate to the position, and should be able to demonstrate thorough, substantial, and diverse experience, ability to undertake a variety of assignments, and to generally work independently or with a team under minimal supervision.

    You will:

  • Contribute to sector work in the field by independently conducting sector research, updating information on the specific sector, analyzing technical, institutional, or economic issues; and preparing analytical reports on the subjects.
Act as a sector focal point for the water and urban sector and maintain close relationships with relevant government agencies and ADB Headquarters staff. Participate in the fact-finding and appraisal missions of projects and provide written inputs in sector information and analyses as required; follow up issues for fact-finding, appraisal, negotiation, and Board presentation; and provide support for carrying out policy dialogue with the government on policy matters and institutional issues. Where assigned to assume the lead role in the processing and administration of specific loans and TAs, actively take initiative and responsibility to engage with RM and HQ offices of ADB, government agencies, development partners, private sector partners, consultants, and other stakeholders to facilitate the successful formulation and processing of loan and TA projects. Provide comments on draft bidding documents and Bid Evaluation Reports and social safeguard documents to ensure compliance with ADB policies and contribute to policy dialogue with government officials in the context of project and TAs processing and administration. Explain ADB's Anti-Corruption Policy to executing agencies and assist in ensuring the ADB projects are implemented with a sufficient degree of oversight and transparency to deter fraudulent or corrupt acts. Undertake comprehensive project review missions independently, prepare the necessary aide memoires and back to office reports and take follow up action. Prepare and update forecasts of contract awards and disbursements, identifying factors responsible for shortfalls and expediting achievement of target levels where possible. Actively take initiative and responsibility to engage with RM and HQ offices of ADB, government agencies, development partners, private sector partners, consultants, and other stakeholders to facilitate the successful implementation and monitoring of loan and TA projects in the water and urban sector. Participate in CPRM and monitor the overall performance of the portfolio of ADB projects in the specific sector and related subsectors, including preparing the related pre- and post-mission documentation. Undertake assigned special portfolio management activities (e.g. procurement reviews; sector reviews). Independently prepare Project Completion Reports and TA Completion Reports, as and when assigned. Provide support for PLCO portfolio management aligned with SD-WUD’s workload and PLCO requirements. Actively disseminate information on ADB activities to development stakeholders and the public and talk with local media in assigned sectors. Provide guidance to junior officers to facilitate work planning, work execution, and quality control. Perform other duties that may be assigned as reflected in the incumbent's workplan.

Qualifications

You will need:

Bachelor's degree in engineering, economics, science, preferably with Master’s Degree or equivalent. At least 8 years of relevant professional experience in project management and implementation in the water and urban development sector; and at least 4 years of supervisory experience. Proven application of expertise and experience within a specific area (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area Experience & knowledge of various stages of the project cycle (project planning /feasibility analysis / detailed design / project implementation / construction supervision /contract management) is desirable Sound knowledge of government administrative systems and procedures Familiarity with accepted best practices of procurement and disbursement processes Clear understanding of the economic, political, social and developmental issues specific to the country and region. Excellent report-writing and communication skills in English Ability to mentor junior team members to facilitate work planning, delivery and quality review Ability to liaise and work effectively with government officials within own work location Ability to work collaboratively with teams as a constructive team member. Ability to take initiative and work proactively and independently. Strong oral and written communications skills Flexibility/willingness to perform variety of tasks and expand the scope of work and responsibilities as needed. Proficiency in the use of technology packages (common word-processing, spreadsheets and graphics, presentation tools, web-browsing and search engines, and communication tools. Additional Information

This opening is a regional staff position with a local compensation package. It is open to nationals and permanent residents residing in the duty station, Australia, and ADB member countries in the Pacific region such as Cook Islands, the Federated States of Micronesia, Fiji Islands, Kiribati, Nauru, Neue, New Zealand, Palau, Papua New Guinea, the Republic of the Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu, and Vanuatu.

This is a fixed term appointment with an option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
