OVERVIEW OF THE FUNCTIONS OF THE POST

I. BACKGROUND

UNESCO is the custodian agency for the monitoring of global progress in the implementation of Target 4.7 of Sustainable Development Goal (SDG) 4 on Education, which concerns, among others, Global Citizenship Education (GCED), Education for Sustainable Development (ESD), Education for Health and Wellbeing (EHW). The Section of Global Citizenship and Peace Education (ED/PSD/GCP), in close coordination with the Section of Education for Sustainable Development, (ED/PSD/ESD), and the Section of Health and Education (ED/PSD/HAE), is UNESCO’s focal point for the monitoring of Target 4.7. The Section develops survey tools, collects and analyses data regarding GCED, ESD and related fields, and communicates the analyses through various channels. In order to identify and analyse relevant data, the Section liaises with internal partners such as UNESCO Institute of Statistics (UIS) and the UNESCO Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) and external ones such as the International Association for the Evaluation of Educational Achievements (IEA). The Section, furthermore, ensures UNESCO’s input into global groups and processes, such as the Education Data and Statistics Commission (EDSC) and Global Alliance on Monitoring Learning (GAML), as well as the Interagency and Expert Group on SDG Indicators (IAEG-SDGs).

In November 2023, UNESCO’s Member States adopted the Recommendation on Education for Peace and Human Rights, International Understanding, Cooperation, Fundamental Freedoms, Global Citizenship and Sustainable Development. It aims to support Member States in leveraging the transformative power of education as a long-term investment to address the deep-rooted systemic drivers of violence and actively build peaceful, inclusive and healthy societies. The GCP Section coordinates the reporting mechanism for the 2023 Recommendation and analyses country responses with regard to progress towards Target 4.7, and has the ambition to further expand its work on the monitoring of Target 4.7 and the 2023 Recommendation, including through strengthening the use of a diversity of data sources.

II. DUTIES AND REQUIREMENTS

Under the overall authority of the Assistant Director-General for Education (ADG/ED), the guidance of the Director of the Division for Peace and Sustainable Development (ED/PSD), and the direct supervision of the Chief of the Section of Global Citizenship and Peace Education (ED/PSD/GCP), in close consultation with the Chiefs of the Section of Education for Sustainable Development and the Section on Health and Education, the incumbent will support UNESCO’s efforts in overseeing the reporting process on the 2023 Recommendation and related monitoring activities, and advise and support countries in their implementation efforts, notably as concerns monitoring and reporting.

The incumbent will be the main specialist in the Division regarding the monitoring of Target 4.7 and the 2023 Recommendation, and will closely coordinate with the division’s team on ESD related programmes.

More specifically, the incumbent will carry out the following tasks:

1. Data Identification & Analysis for Target 4.7 Monitoring:

Gather and analyze relevant data partner organizations, UN frameworks, and other relevant sources to support the new monitoring mechanism for the 2023 Recommendation. Assess and integrate findings related to the greening curriculum indicator, an extension of SDG target 4.7.1. Identify additional relevant datasets in collaboration with partner organizations. Design and conduct targeted surveys as needed to support evidence-based monitoring.

2. Coordinated Input on Global Monitoring & Reporting Initiatives:

Actively contribute to key international groups, including: The Education Data and Statistics Commission (EDSC) and the Global Alliance on Monitoring Learning (GAML), co-leading the GAML working group on 4.7. The Interagency and Expert Group on SDG Indicators (IAEG-SDGs), particularly in reporting on global indicator 4.7.1 and related indicators 13.3.1, 12.8.1, 4.7.2, and 4.a.1-3.

3. Oversight of the Reporting on the 2023 Recommendation:

Update quadrennial reporting guidelines aligning them with Target 4.7 requirements. Ensure timely inputs into UNESCO’s Executive Board. Support country compliance with reporting obligations and strengthen evidence-based country reporting. Develop guidance materials and facilitate peer learning workshops for national reporting efforts, integrating perspectives from civil society, youth organizations, and stakeholders. Contribute to research-based analysis on laws and policies tied to the Recommendation.

4. Strengthening Global & Regional Monitoring Efforts:

Identify opportunities to enhance monitoring on key areas covered by the Recommendation, ensuring alignment with existing data systems. Collaborate with UNESCO Institutes and the Global Education Monitoring Report team to ensure consistency in reporting.

5. Monitoring & Evaluation

Undertake the monitoring and evaluation tasks for the GCP section, including supporting evaluation processes for programmes and projects and designing and implementing survey tools in collaboration with partners whenever necessary. Work closely with the ESD section to facilitate the monitoring of programmes, including oversight of the global dashboard on climate change education progress through the Greening Education Partnership (GEP) and coordinate the special working group on Monitoring and Evaluation under GEP. Work closely with the HAE section to ensure accurate and timely reporting on education indicators (4.7.2, 4.a.1-3, and others as relevant).

6. Coordinate and support the monitoring of programmes and projects of the ESD section, design and implement survey tools in collaboration with relevant partners as necessary, notably to manage the global dashboard on monitoring of the progress of climate change education through the Greening Education Partnership and its 4 pillars of action.

7. Work in close collaboration with the HAE section to ensure timely and adequate reporting on indicator 4.7.2, 4.a.1-3, and any other EHW indicator as relevant.

8. Communicate the various analyses undertaken to the expert public, drafting key messages, thematic reports, designing easy-to-read graphs, diagrams and other visuals.

9. Contribute to the GCP Section’s resource mobilization by playing an active role in identifying potential donors, fostering relationships and preparing project proposals.

REQUIRED QUALIFICATIONS

Education

Advanced university degree (equivalent to Masters) in education, statistics, social sciences, or related field.

Work Experience

Minimum of seven years of progressively responsible relevant experience on issues related to monitoring & evaluation, data collection, development of measurement-related tools, indicators and methodologies, of which minimum three years acquired at the international level. Demonstrated experience in monitoring, data collection and analysis, development of survey tools, preferably in education. Demonstrated experience in communicating data analysis to the expert public through the drafting and design of key messages, thematic reports, graphs, diagrams and other visuals.

Skills and competencies

Excellent understanding of education monitoring, statistics, data collection and analysis, development of survey tools, and how to apply them to the monitoring of Target 4.7. Very good ability to identify data sources relevant for Target 4.7 and very good knowledge of relevant partner organizations. Excellent conceptual and analytical skills and ability to communicate key findings from analyses to the expert public. Very good ability to produce graphs, infographics, diagrams and other visuals. Excellent writing skills in English. Good inter-personal skills and ability to work with diverse stakeholders in a multicultural environment. Good skills in budget planning and monitoring. Good IT skills, including word processing and data base management.

Languages

Excellent knowledge of English. Working knowledge of French.

Work Experience

Experience in resources mobilization and fundraising mechanisms.
