The Senior Programme Officer (Head, GMCP) will work under the direct supervision of the Representative, ROSA, and receive technical and substantive guidance from the Chief, BMB. For more information on UNODC, please visit www.unodc.org ResponsibilitiesWithin delegated authority, the Senior Programme Officer (Head, GMCP) will be responsible for the overall management, coordination and implementation of the UNODC Global Maritime Crime Programme (GMCP). The Senior Programme Officer (Head, GMCP) will in particular perform the following specific tasks: • Take the lead for overall strategy development, management, co-ordination, implementation, evaluation and planning for GMCP, according to approved project/programme document/revisions, donor funding agreements, valid policies and financial rules and regulations, costed work plans, and in coordination with Regional Office programming; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions; provide technical input to implementation, establish work plans and cooperate with Governments on the implementation and monitoring of programmes/projects aimed at building the capacity of and cooperation between Member States. • Undertake strategic and substantive review of the assigned programmes, identify problems and issues to be addressed, prepare risk analysis and propose evaluation frameworks including logical results models and indicators of achievement. Ensure programmatic and financial delivery of assigned programmes and projects. Further, oversee and lead the coordination of activities related to programme budget, expenditures and utilization of funds, ensure timely budget revisions, preparation and dissemination of costed work plans, terms of reference and other related programme documentation, including reporting, in compliance with applicable UN financial, administrative and operational rules and regulations. • Provide policy advice and guidance to high-level authorities on GMCP related matters with regards to the Programmes’ strategies, capacity building, and on good practices in areas of competence and fields of interventions. Manage and foster strategic and working level relations with donors, development partners and other stakeholders, and identify areas of new assistance. Liaise with and regularly brief donors, funding and co-operating agencies, implementing partners, and internal UNODC and UN stakeholders. • Lead and/or supervise large and complex field missions, guide and mentor external consultants, government officials and other parties, serve as official spokesperson and represent UNODC in various forums (meetings, conferences, high level working groups, etc) dealing with GMCP matters. Provide senior expert advice and guidance on UNODC’s involvement in maritime crime work. Identify and prioritize requirements and training needs, plan and carry out consultative meetings, training sessions, seminars, workshops and conferences related to the thematic areas; participate in conferences and meetings, as required, prepare and deliver presentations and serve as a resource person. • Ensure strong collaboration with other BMB programmes, including joint initiatives and programming, as well as cost-shared positions. • Keep abreast of national, regional and continental political developments, policy shifts, trends and emerging issues in the subject areas, and coordinate and advise senior management and HQ colleagues on dynamics and possible policy and operational responses to enable planning and decision-making. • Oversee and guide the preparation of various written outputs, e.g. briefing notes for senior management, sections of UN/UNODC reports such as UNODC Annual Reports; lead the process of ensuring quality inputs to briefings, training materials, manuals, toolkits, publications, website and other reports. • Take the lead in promoting initiatives and interventions, and explore opportunities to promote the expansion of the programme. Oversee outreach activities and work with Member States and donors closely to secure cooperation agreements; develop and implement a resource mobilization strategy, and build partnerships aimed at broadening the donor base, and promoting long-term involvement and financial, in-kind support and resources from national, regional and international public and private sector donors to support the programmes. • Lead efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensure that everyone can discover, access, integrate and share the data they need. Stimulate, support and structure all communication and advocacy efforts to ensure quality assurance and content alignment. • Ensure integration of human rights and gender system-wide policies in planning and delivery of technical assistance. • Manage human, financial and physical resources, in line with the established policies and delegated authority, including the planning, development and management of procurement for the office and projects/programmes. Further, oversee the recruitment of staff and non-staff personnel; ensure effective utilization, supervision and development of human resources; guide, evaluate and mentor personnel; promote professional development and create an inclusive and diverse work environment which fosters civility and respect among colleagues, and uphold zero tolerance to harassment, including sexual harassment/exploitation, discrimination and abuse of authority. • Represent UNODC’s position in the country’s joint UN coordination mechanisms, national coordination platform or events and coordination fora, and ensure that UNODC’s mandates are fully reflected in the wider programme of work and UN initiatives in the country. • Perform other work-related duties as required. Solid work experience in field-based project/programme implementation and monitoring is required. Work experience in programme/project management in the United Nations and/or other similar international organizations is desirable. Work experience in managing a team in a regional or global context is desirable. Work experience in designing and delivering training in the area of crime prevention and criminal justice is desirable. Work experience with governmental or intergovernmental law enforcement, justice or border management institutions is desirable. Experience in data analytics or related area is desirable.
