We are seeking a Senior Programme Officer for a 2 -year term, with a 12-months probation period, based in Algiers, Algeria. The Officer will support overall execution of African Energy Commission (AFREC)’s energy efficiency, energy transition clean cooking, bioenergy modernization, and renewable energy through Demark’s Africa Partnership for Peace and Sustainability support. She/he will ensure that the development of programs, projects and operational support services are properly articulated in line with the AFREC’s mandate.

ORGANISATION BACKGROUND
The African Union (AU), established as a unique Pan African continental body, is charged with spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African states as well as developing a new partnership worldwide. The AU Commission is seeking to fill in the position of Senior Programme Officer at –the African Energy Commission (AFREC), based in –Algiers-Algeria. AFREC is a specialized technical agency of the African Union Commission (AUC) that plays a leading role in the development of energy policies, strategies and programmes on renewable energy, energy efficiency, bio-energy modernization, capacity building, oil and gas in Africa; and maintaining and disseminating the African Energy Statistics.

S/he will ensure that the development of programs, projects and operational support services are properly articulated in line with the AFREC’s mandate.
MAIN FUNCTIONS
SPECIFIC RESPONSIBILITIES
Support implementation of AFREC’s programmes including the African Energy Efficiency Programme, Energy Transition Programme, Bioenergy Modernization Programme, Renewable Energy Programme and Clean Cooking Programme. Initiate the preparation of analytical work, partnerships, and resource mobilisation based on a consultative partnership approach underpinned by adaptability, innovation and responsiveness.Organize meetings, training, conferences and workshops at country, regional and continental level on AFREC’s programmes, and related projects.Co-ordinate periodic communication with partners on the implementation of the AFREC’s programmes, and other related projects.Identify result-based interventions at national, regional and continental level based on the AFREC’s programmes.Articulate AFREC’s programmes supporting energy transition in the form policy briefs, analysis and studies, sector reports, discussion points, and inputs to AFREC’s publications and those by partners.You are encouraged to read the full Terms of Reference before applying.
EDUCATIONAL QUALIFICATION & WORK EXPERIENCE REQUIREMENTS
A university Master’s Degree in Energy, Renewable Energy, Energy Efficiency, Energy Economics, Energy Management and/or in related field in science and engineering with seven (7) years of experience in the energy sectorOR
A university Bachelor degree in Energy, Renewable Energy, Energy Efficiency, Energy Economics, Energy Management and/or a related field in science and engineering with ten (10) years of experience in energy.Previous experience in establishing, coordinating, implementing and reporting on partner funded programmes preferably on EU-funded and/or Danish-funded projects and knowledge on the procedures is an added value. Good understanding of global dynamics on energy, and energy transition policies and programmes. Must have proven track record of outstanding report writing and oral communication abilities.SKILLS AND COMPETENCIES REQUIREMENTS

Candidate must be Proficient in English. Proficiency in one or more other working language(s) of the AU will be an added advantage.
TENURE OF APPOINTMENT
The appointment will be made on fixed term contract for a period of two (2) years, of which the first twelve months shall be considered as probationary period. Thereafter, the contract will be renewed annually for the project period up to end of 2028, subject to satisfactory performance and deliverables.
REMUNERATION
The position is established at Grade P3 within the African Union Commission's grading structure. Remuneration for this role comprises a base salary inclusive of all applicable benefits and allowances.
