Setting and ReportingThis position is located in the Capacity Development Programme Management Office (CDPMO), the Department of Economic and Social Affairs (DESA), United Nations (UN), based in New York. The Senior Programme Management Officer reports directly to the Head of CDPMO/DESA. The focus of this position is to lead the implementation, monitoring, and evaluation of programmes, operations, policy development, and other activities, mainly to support the implementation of the Sustainable Development Agenda. ResponsibilitiesUnder the direct supervision of the Head of CDPMO, the Senior Programme Management Officer will be responsible for the following duties: • Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring, and assessment; directs review of relevant documents and reports; Identifies strategic priorities, issues, and challenges faced by countries in the area of sustainable development planning and decision-making; liaises with relevant parties; identifies and initiates follow-up actions. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies, or programmes, in all areas and at all levels. • Oversees, undertakes, and finalizes analysis and development of methodologies to facilitate evidence-based policy responses by governments at appropriate levels. • Oversees substantive aspects of training activities including the dissemination of research results and lessons learned on sustainable development. • Directs research and programme evaluation and presents information gathered from diverse sources. • Coordinates policy development; reviews the assessments of issues and trends on sustainable development. • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., including the proposal of agenda topics, identifying participants, preparing relevant documents and presentations, etc. • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Lead field missions, including provides guidance to external consultants, government officials, and other parties, preparing mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Serves as an effective interlocutor, capable of establishing collaboration and partnerships with key officials at all levels inside and outside the Organization. • Ensures effective utilization, supervision, and development of staff; guides, evaluates, and mentors them. • May perform other duties as required. EducationAdvanced university degree (Master’s degree or equivalent degree) in economics, business administration, management or related fields. Experience in development and implementation of projects related to the 2030 Agenda for Sustainable Development is required. Multilateral and bilateral experience with national and international institutions and agencies on development cooperation is required. Experience in capacity building in the areas of social and economic development is required. Experience in the intergovernmental process is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
