Tasks and Responsibilities:
Under the overall supervision of the National Procurement Officer (NP2 level), the successful candidate will be tasked with the following duties:
Processing Purchase Requisitions for technically complex and routine acquisitions of goods and services and assisting the National Procurement Officer and Contracts/Procurement Officer in the coordination of the procurement process of goods and services required by the OMIK Headquarters, its Field Offices, the Substantive Departments; Co-ordinating the procurement of major equipment and critical services (such as for building engineering, security, ICT, transport and supply, medical, training, and election purposes) as assigned by the supervisor; as the case manager for a given Purchase Request, follows up on all stages of procurement; Preparing price solicitations, invitations to bid, and requests for quotations for routine acquisitions of goods and services; Review assigned Purchase Requisitions (including specifications and justification for request) in the Oracle ERP database. Assess the completeness and correctness of Purchase Requisitions and obtain additional information from the Requestor, where required; Clarify the requestor's precise requirements, keeping in mind the cost of items/equipment or services from brochures, technical specifications, quotations, and product samples; Issuing purchase orders, notices of award, contracts; Performing relevant functions in the Oracle ERP database; Maintaining and filing purchase orders, tender, and contract-related documents; Monitoring post-award compliance and contract performance and following up on issues of a non-legal nature with vendors, such as adherence to contractual commitments, technical specifications, deadlines, and price quotations. Performing the closing procedure in the ERP database upon contract completion and final invoice payment; Providing ongoing on-the-job coaching and advice to requestors and Oracle ERP database users; Explain procurement regulations and procedures to Mission staff members to ensure a clear understanding of provisions by staff and management and ascertain their correct application. Compiling regular and ad hoc reports on the status of procurement activities for management review and information; Conducting market research, screens, and pre-qualifies suppliers, ensuring vendors meet OSCE requirements.For more detailed information on the structure and work of the OSCE Mission in Kosovo, please see: Mission in Kosovo | OSCE
Necessary Qualifications:
Completed secondary education supplemented by formal study and/or courses on purchasing, supply chain management, or business administration; At least six years of experience in procurement, contracts administration, or material management, acquired in an international organization or mission or another international environment; Contracting and negotiation experience working with local suppliers, vendors, and official authorities; Familiarity with the mission area and local procurement practices; Computer literate with practical experience with Microsoft applications, knowledge of automated procurement systems (knowledge of Oracle software an advantage), and Internet search engines; Ability to brief colleagues on applications and to solve standard technical problems; Excellent oral and written communication skills in English and in local languages (knowledge of Serbian is an advantage); Ability to draft correspondence related to the submission and evaluation of tenders and procurement activities in general; Ability to communicate verbally in English and local languages in order to clarify and discuss issues related to delivery dates and quality/quantities requested and delivered with requestors and vendors; Skilled at negotiating with local suppliers, vendors, and official authorities; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Monthly remuneration, subject to social security deductions, is 1,246.67 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority, a higher step may be approved up to a maximum of step 3, subject to specific conditions.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
