    Organizational Setting and Reporting Relationship

    The position is assigned to the Strategy, Policy and Business Process Division (SPBP) within the Strategy, Policy, and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines.

    You will report to Director, SPBP and will oversee Junior team members.

    Your Role

    As a Senior Planning and Policy Specialist, you will (i) support strategy and policy development and coordination; (ii) contribute to operations coordination and monitoring activities to foster understanding of operations with medium to long term directions and strategies; and (iii) facilitate the efficient application of ADB policies and procedures and contribute to the update of the operations manual. You will work within general policies, principles, and goals, working directly with clients.

    You will:

  • Contribute to strategic planning and policy coordination.
Develop and review strategy, planning, and policy papers and offer ideas on development, organizational, and other complex issues. Provide substantive support to Management and the Board of Directors on strategic planning issues. Review operations manuals covering policies and procedures. Provide operational support by clarifying issues and answering questions about specific directional documents and guidelines, for example, the Operations Manual, Staff Instructions, Staff Guidance, or other business process- related documents. Partner with departments and offices on the implementation of business processes. Foster knowledge sharing and communicate relevant information, findings, and lessons to increase awareness and knowledge in ADB about operations policies and business processes and strategic and policy initiatives. Act as a resource person for internal training and external briefings on ADB policies and procedures. Work with relevant departments to support the efforts by ADB and Management to communicate the information about ADB's operations and its strategic directions to internal and external audiences. Manage the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance and ensure the ongoing learning and development of reporting staff.

Qualifications

You will need:

Master's Degree, in law, economics, finance, business, public administration or relevant fields. Alternatively, a university degree in law, economics, finance, business, public administration combined with at least 5 years specialized experience relevant to the position can be considered At least 10 years of relevant professional experience, with excellent knowledge of development conditions and challenges across the Asia-Pacific Region, and of the broader international development agenda International experience in development work in several countries Knowledge of strategic focus areas, priorities and operational procedures of ADB or similar multilateral institutions Experience implementing ADB products and services. First-hand experience in an ADB investment project Experience sharing relevant knowledge to benefit the broader ADB community Experience operating as part of a team and coach team members to develop their capabilities and potential Written and verbal proficiency in English Please refer to the link for ADB Competency Framework for Technical International Staff grade 2 (TI2)
