Senior Payroll Associate
Organizational Setting and Work Relationships
The Senior Payroll Associate works under the supervision of the (Senior) Payroll Officer who provides general guidance and work plans for identifying work priorities and appropriate approaches. S/he supervises and coordinates the work of Payroll Associates.
The incumbent works independently on regular assignments with an oversight from the supervisor. S/he maintains internal/external contacts with staff and UN sister agencies at different levels to answer queries. S/he maintains regular contact on a working level on routine issues with other Units, Sections, Field Offices, UN agencies and third parties.
The confidentiality of all personnel and payroll matters and the need to deal with clients in a courteous and efficient manner are salient features of this position.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Coordinate in the administration of monthly Global Payroll disbursement (salaries & allowances) for world-wide UNHCR staff.
- Review the accuracy and validity of input calculations/coding to ensure that such entries are in line with staff rules, financial rules and /or other administrative issuance.
- Administer payments relating to salary advances through Account Payable Vouchers through relevant ERP system.
- Oversee the accurate calculation and deduction of the premiums for medical insurance, Group Life insurance and any other third-party payments from staff members' monthly salary and subsequent payments to vendors.
- Ensure the timely disbursement of Separation Notifications to UNJSPF.
- Verify the accuracy and timely payment of final emoluments due to separating staff and recover any outstanding debts owed to the Organization by the separating staff member.
- Make decisions on changes/errors identified on Payroll monthly reports generated during the freeze period.
- Participate in the reconciliation of various payroll accounts in the Section.
- Provide the routine salary related documents to the staff while updating the relevant payroll files.
- Respond to queries from staff members on payroll related matters.
- Provide a yearly update on accrual data to Finance Section.
- Monitor and prepare recommendation for write-off of un- reconcilable open items as and when applicable.
- Ensure that payroll reporting requirements (such as Pension Fund, MEC and others) are timely met.
- Stay abreast of changes in human resources policies as they relate to benefits and allowances.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Essential
Good knowledge in UN Financial rules, pass the UN Financial examination. Good communicator with strong interpersonal skills to deal with S/M of different cultural and educational backgrounds.

Desired Candidate Profile The successful candidate should possess proven experience in Payroll with knowledge on UN administrative, human resources or financial management. S/he is expected to have sound knowledge of applicable UN policies, procedures, HR/Finance rules, regulations and practices to ensure their coherent and consistent application as well as compliance. Knowledge of UN common system of salaries and entitlement will be an advantage. At least 2-4 year/s of practical hands-on experience in Payroll is therefore mandatory for this position. Additionally, the successful candidate should have a strong commitment to learning, proven team-building skills, and leadership qualities, and should be available and willing to train guide and inspire team members. S/he should demonstrate a cordial, respectful and client-service-oriented attitude that inspires trust from colleagues across the board. A good command of English is mandatory, and knowledge of a second UN language is desirable.

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).
Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).
Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
