Your team
Within the The Directorate Maastricht Upper Area Control Centre, the Operations Division (OPS) is responsible for managing the provision of air traffic services to civil and military airspace users, operational concept development and airspace design. It is also responsible for advising the Director MUAC on military ATM matters and civil-military coordination, and for managing the training of operational and Air Traffic Services Electronics Personnel.
Within the Operations Division, the Capacity Management unit is responsible for the management of capacity resources and measures in the pre-tactical phase, for the framework for execution during the tactical phase, and for the post-operational analysis.
The Senior Operations & Strategic Development Expert ATM Capacity provides senior technical expertise and strategic guidance for of capacity management procedures (CAP) & processes and the development, validation and implementation of Air Traffic Flow and Capacity Management (ATFCM) concepts and/or solutions/services. The role involves leading the daily execution of capacity management procedures and processes supporting projects, driving operational improvements, and ensuring alignment with regulatory requirements, stakeholders needs and organisational objectives.
Your role
Your role will be to:
- Lead the day-to-day execution of capacity management procedures and processes, including flagging of relevant issues and steering of follow-up actions.
Lead the development and enhancement of ATFCM processes and procedures, oversee developments towards the appropriate channels to ensure timely introduction. Develop new and improve existing ATFCM concepts, in close collaboration with MUAC OPS, operations managers & deputy managers of NMOC and external partners (airline operators, Air Navigation Service Providers (ANSP), partners, a.o.), in view of improving MUAC’s capacity and meeting targets. Ensure the effective implementation of seasonal capacity plans by initiating appropriate actions (briefing, system configuration, coordination with NMD, a.o.) Provide input and feedback regarding the capacity management procedures and strategy. Coordinate the CAP team’s input and preparation for the Focus Area Capacity and ensure timely implementation of actions. Contribute to and ensure the production of capacity management technical documentation in accordance with quality standards and in compliance with regulatory requirements. Promote the further development of pre-tactical processes and post-operational processes to ensure an improved flow of information. Carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies
Completion of third level studies (Engineering, Business Management, Air Traffic Management, a.o.), meeting European Qualifications Framework (EQF) Level 6 or higher OR Completed training as Air Traffic Controller or completed training Air Traffic Flow and Capacity Management (ATFCM). Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. A minimum of 10 years of relevant working experience. Proficiency in Air Traffic Flow and Capacity Management (ATFCM) and Airspace Management (ASM). Proficiency in systems used in ATFCM (CHMI or local equivalents like iFMP), sector & position planning systems. Experience in operational ATM environments (knowledge of day-to-day procedures and typical issues). Knowledge of Network Manager working methods (regulations, scenarios, RADs (route availability document), NOP (network operations plan). Knowledge of network-wide developments in ATFCM/ASM. Technical drafting skills in English. Project and Stakeholder management skills. Analytical thinking: You apply methodical approach to complex information. Problem solving: You anticipate and solve business issues. Ability to work in a multinational and multicultural environment. The working languages of the Agency are English and French.
For this particular job, candidates must be proficient users of English at level C1. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
