Organisational Representation
- Promote the organisation’s image in the community by attendance at meetings and forums in Programme Quality, if required.
M&E system compliance
- Recommendation, to the Head of unit, of any changes that might be required in order to improve the performance in Programme Quality area of responsibilities.
M&E Implementation
- Provide technical inputs in AA Myanmar M&E systems to ensure alignment to AA International / MEL framework
- Ensure the quality of monitoring, evaluation and reporting within various units and projects/LRPs, especially using digital tools.
- Review and provide advice related to log frames and indicators, M&E Framework and M&E Plans on proposals submitted to various donors/funders, as well as with M&E staff of AAM and partners.
- Support in-house final evaluations of projects, if required.
- Conduct short literature reviews.
Data analysis and management
- Implement and update and ensure that the M&E database is readily available, as appropriate, to the AAM in order to track the progress of programme’s implementation.
- Analyse the data to/from various stakeholders based on the AAM’s MEL framework requirement
- Support maintenance of the database of performance data for programme quality tracking and requirement of donor funded projects, LRPs and programme team.
Organizational learning and Research initiatives
- Support in the development of training materials of programme quality and M&E for the programme team.
- Involved in the research initiatives that inform programme learning and development, including longitudinal studies and action research.
- Provide inputs, if required, in the development of research proposal and partnership with other research institutions.
Reporting
- Ensure the incorporation of M&E findings into quarterly and annual reports and provide recommendations to the Head of PQ.
- Support in reporting to the Head of PQ on any issues/ matters that need attention related to the M&E activities in the country office.
Communication and share learning
- Maintain a detailed knowledge of all relevant issues impacting his/her field of Monitoring & Evaluation.
- Promote information sharing on all aspects related to Monitoring & Evaluation activities among stakeholders.
Capacity development
- Support training, coaching and mentoring of AAM’s M&E staff and partners.
- Consult the Head of PQ and LRP operation managers for any adjustments, if required, related to the M&E capacity development in the community.
- Ensure that the Programme Quality database is efficient and available for learning by any staff in the organization
REQUIRED COMPETENCES
Bachelor’s degree in development related social sciences. Master’s degree is preferable.
Minimum of 3-5 years of experience in supervising, directly or indirectly/remotely, a team of at least 2 persons.
At least 3 years of experience on M&E planning, implementation and capacity building.
Experience in practicing participatory approaches and supporting organisational development.
Knowledgeable on M&E, such as result based monitoring, participatory M&E, database management, filed monitoring, baseline and evaluation.
Fluent in written and spoken English.
Knowledge of the local language would be considered as an asset.
