We are seeking qualified candidates for the position of Senior Monitoring, Evaluation, and Learning (MEL) Officer. The position will be based in Bangkok, Thailand and is open to Thai nationals.
Job Summary:
The Senior Monitoring, Evaluation, and Learning (MEL) Officer contributes technical expertise to advance project design, track project implementation against key indicators, and promote quality assurance and effective data management for the Strengthening Infectious Disease Detection Systems (STRIDES) Activity in Thailand and Southeast Asia. Under the leadership of the STRIDES Thailand Project Director, they identify project risks, issues, challenges, and strategies for improving project performance, data quality, and MEL compliance. They contribute to project deliverable development, ensuring data availability and quality, and that project indicators are tracked appropriately. The Senior MEL Officer will work closely with project and global teams to support the STRIDES activity in Thailand and Southeast Asia by evaluating programmatic effectiveness, overseeing technical aspects, and providing technical assessment reports. They will contribute to the annual workplan development process, aligning Thailand country and regional workplans to global MEL standards for the STRIDES project.
Accountabilities:
Supports design, development, planning, implementation of, and reporting against STRIDES AMELP.
Supports the development of project technical reports, ensuring data validity, quality, accuracy, and compliance.
Develops, operationalizes, implements, and manages MEL systems, tools, and procedures to collect, collate, analyze, interpret, and use data that demonstrate impact and Activity accountability and progress.
Tracks STRIDES progress against MEL indicators and targets to ensure consistent and systematic tracking and reporting.
Ensures that relevant MEL plans integrate high-quality quantitative and qualitative methods and participatory methodologies to monitor project quality for performance and results.
Assesses subcontractors MEL-related data and reporting efforts to verify quality.
Manages in-country relationships with national, regional, and local government counterparts and multisectoral partners in the MEL space; identifies technical support needed to fulfill national global health security and MEL objectives.
Supports the development of country-specific MEL plans and budgets aligned with STRIDES goals and ensuring compliance with donor and organizational policies and procedures.
Performs other duties as assigned.
Applied Knowledge & Skills:
Comprehensive knowledge of and experience with mechanisms in the area of national and international MEL practices.
Development of scope of work and deliverables for partners, consultants, etc.
Broader knowledge of quality standards.
Proficiency with database management software and on-line search tools required.
Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
