1- MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds together MSF’s 28 Institutional Members of which 24 sections, and other offices such as Branch Offices and Satellites. Based in Geneva, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.


2- POSITION BACKGROUND

The increasing complexity of the legal and administrative environment in Switzerland and EU, the increased dimension of MSF International, the new role of International Contracting Office (ICO) for Internationally Mobile Staff non contracted by MSF sections (IMS-NCRs) and the foreseeable changes of the MSF movement require that the HR team strengthen their capacity to respond to more complex demands (of authorities, of staff), but also adjust and organize internally in order to meet increased expectations from staff and participate in HR evolutions decided by the MSF movement.

3- PLACE IN THE ORGANISATION

The Senior Legal and Administration Advisor (SLAA) reports to the Human Resources Manager (HR Manager). She/he works in close collaboration with the other HR Officers in Geneva, the Director of Resources, the ICO Manager and the ICO HR Team Leader. She/he interacts with MSF HR staff and administrators in other MSF offices, and relevant authorities in Switzerland or other countries.

4- OBJECTIVES OF THE POSITION

The SLAA provides expert support and advice in HR Swiss legal and administrative matters (Swiss social security & insurances, tax, cross-boarders etc.) and MSF inter-sectional administrative procedures, to the HR and ICO teams.

5- MAIN RESPONSIBILITIES

Legal and administrative Swiss HR matters

The SLAA provides expert advice for the matters listed below whenever the level of complexity exceeds normal practice or whenever requested: Labour law, social insurances, pension (LPP), bilateral accords, detachment, continued insurance, obligation to report etc.Swiss social security (AVS/AI/LPP/IS/AFC/LAA+PDG/…) This may include invoicing, reconciliation, review of coverage, specific investigations if necessary and support with declarations. Complex issues such as retirement, invalidity, death, income taxMonitors new legal and administrative regulations in Switzerland and EU and participates in their implementation at MSF International’s procedures.Supports the HR team for onboarding and offboarding.Identifies, advises, and participates in the definition or update of new or existing processes for the staff and the HR team, or for the ICO team if necessary.Provides expertise and mentors the HR & ICO team on administration to further build their skills. It may include support for new HR tools if necessary.Supports the management of complex individual files.Advises and supports the ICO team on contractual issues, processes, and procedures: evolution of Swiss Labour regulations regarding employment outside of Switzerland.

MSF Inter-sectional cross-administration

Upon request, the SLAA may: Manage cross-admin dossiers with other MSF sections,Provide specialist advice on cross-admin evolution within MSF movement,Assist to intersectional meetings if relevant and when requestedProvides expert advice and support upon request to the ICO team on cross-administrative issues.
