Organizational Setting and Reporting Relationship
The position of Senior IT Officer (Vendor Management) is assigned to the Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and will oversee junior team members.
Your Role
As the Senior IT Officer (Vendor Management), you will oversee the full lifecycle of ITD's Indefinite Delivery, Indefinite Quantity (IDIQ) vendors, as well as the sourcing and management of agency personnel. Key responsibilities include strategic planning, onboarding and offboarding, performance monitoring, budget tracking, and ensuring contract compliance. This role is critical in enabling the department to effectively source and manage agency personnel to support IT operations, projects, and digital initiatives in line with ADB's priorities.
ADB seeks an experienced vendor management officer with strong background in complex IT vendor management, talent sourcing and resource management, financial management, vendor governance, forecasting and budget monitoring, contract oversight, and process improvement. You will collaborate closely stakeholders and external vendors. At this level, you are expected to handle a variety of assignments independently or as part of a team, with minimal supervision.

Oversee the agency personnel budget to ensure effective, efficient, and compliant use of funds through regular reviews and analysis.
Prepare detailed financial analyses, sourcing forecasts, and procurement projections. Monitor spending across IT cost centers in line with approved budgets and business cases. Develop and maintain procurement financial reports dashboards using PowerBI, PowerApps, and other ADB tools. Conduct variance analysis by reconciling expenditures against budget plans and provide insights to ITD leadership. Ensure accurate validation and processing of invoices and timesheets.Process Improvement
Continuously research emerging IT procurement and vendor management trends to identify opportunities for innovation and efficiency. Design, implement, and support vendor management and procurement systems, including data integration, training, and vendor collaboration. Contribute to the development and refinement of guidelines, procedures, and templates to strengthen procurement and vendor management processes. Lead the creation of a vendor management transformation roadmap, driving continuous improvement through best practices and innovative models. Represent ITD in internal and external trainings, conferences, and knowledge-sharing initiatives. Perform other duties as assigned by supervisors or managers.Agency Personnel Resource Planning, Sourcing, Performance Management, and Coordination
Coordinate with ITD divisions to consolidate resource forecasts, validate requirements, and develop sourcing strategies. Maintain and update an agency personnel database, develop dashboards to provide insights on roles, assignments, contract details, and cost structures. Manage the full lifecycle of agency personnel engagements, including requisition, sourcing, contract processing, onboarding, performance monitoring, and offboarding. Draft and review Terms of Reference (TORs), Statements of Work (SOWs), and evaluation criteria for agency personnel and vendor sourcing.
You will need:
Bachelor's degree in Business Administration or Information Systems preferably with advanced training in relevant area, or Masters' degree in Business Administration or Information Systems, Computer Science, Law or equivalent.
At least 8 years' experience in vendor management, procurement financial management, procurement lifecycle and process improvement; and at least 4 years of supervisory experience.
Experience in working with external IT suppliers, building relationships and understanding their legal terms and conditions to drive vendors to meet their deliverables to agreed quality and timelines.
Solid knowledge of IT and experience in IT Resource, Vendor Management and Procurement.
Proficiency in financial reporting, data analytics and budget management.
Competent with designing process improvements with consideration of innovative technology solutions.
Actively using and configuring reporting from budget management software, procurement management systems, and data visualization and business application tools such as PowerBI, PowerApps, Dataverse etc.
Ability to supervise, provide knowledge sharing and lead (directly or indirectly) staff, consultants or contractors to facilitate work planning and delivery of outcomes.
Ability to handle multiple tasks with deadlines.
Excellent interpersonal, relationship, and stakeholder management skills.
Excellent written and verbal communication skills in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
