Senior Human Resources Assistant

Organizational Setting and Work Relationships
Senior Human Resources Assistant will function under direct supervision of the Administrative or Human Resources Officer, assisting him/her in personnel administration and other HR related matters, including the process of recruitment and appointment of staff, and in the performance management and welfare issues of staff under area of responsibility (AOR).

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties
- Assist in the recruitment, assignment, reassignment and separation of local service staff. Prepare documents for the interview panel for the recruitment of local staff.
- Process local staff members' contracts, entitlements and benefits in accordance with Staff Rules and established HR procedures.
- Update personnel related information in MSRP/HR module where this activity has been rolled out from PAS to the respective office.
- Advise staff members on their rights, obligations, benefits and entitlements, and assist them in interpreting UN/UNHCR staff rules and regulations.
- Assist newly-arrived international staff with administrative formalities related to their accreditations, security/ground passes, submission of completed forms and related documents to headquarters, arrange travel and hotel reservations
- Assist with shipment of their personal effects in coordination with the logistics section.
- Administer UNHCR medical insurance plan for locally recruited staff. Provide administrative support to staff and dependants in case of medical evacuations, as well as security evacuations/relocations. Maintain daily tracking record of staff and families to provide accurate information in case of emergency.
- Maintain personnel records in the office, including maintenance of the attendance, overtime and leave records.
- Initiate calculations for payments related to personnel issues such as settlement of travel claims, overtime claims, hazard pay, MIP reimbursements, medical and security evacuations, shipment costs.
- Initiate routine correspondence on HR matters for the authorizing officer's approval.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate ProfileThe Multicounty Office in Argentina (MCO ARG) covers Argentina, Bolivia, Chile, Paraguay and Uruguay, mainly countries of destination for refugees and migrants with need for immediate humanitarian assistance, protection intervention and, at the later stage, for various types of durable solutions.
By the end of 2022, the Southern Cone hosted over 748,558 forcibly displaced people. With Venezuelans refugees and migrants constituting more than 90% of the population UNHCR works for in the sub-region, the RMRP (R4V) National Platforms co-led by UNHCR and IOM have become the key coordination structures for joint situational assessments, planning and implementation. The Snr Human Resources Assistant is based in Buenos Aires (Argentina), reports to the MCO ARG Assistant Human Resources Officer and works in close collaboration with the HR team on accomplishment of daily workforce management tasks for the approximately 80 staff members located in Argentina, Chile, Uruguay and Bolivia.

The incumbent will have regular contacts on HR related issues with the five countries covered by the MCO.
He/she works under the supervision of the Assistant HR Officer and will manage the affiliate workforce contracts and affiliate workforce recruiting for Argentina, Chile, Uruguay and Bolivia. Part of every day's tasks include attendance records tracking, job advertisements, interview report drafting, supporting managers with recommendation memos, supporting the HR Unit on affiliate workforce budgeting, among other duties.

Fluency in Spanish and English is required as well as the ability to work independently and under supervision, effectively prioritize tasks, develop strong interpersonal skills, and capability to adapt to changing environments.

The ideal candidate should have excellent analytical skills, the ability to work under pressure within changing circumstances, be client oriented and a team player.
Good domain of MS Excel and excellent drafting skills in English are a must.

Experience working with International Organizations and NGOs and knowledge of HR IT platforms such as MSRP, COMPASS, Atlas, and WorkDay is an asset and acquaintance with UNHCR Human Resources Policies & Guidelines is a plus.

Experience in contract management and recruiting is an asset.
