    Organizational Setting and Reporting Relationship

    This position is assigned in the Reward, HR & Health Services Division (BPRS) within the Budget, People and Management Systems Department (BPMSD). The Division is responsible for designing and managing ADB's reward policies, the administration of all HR services relating to onboarding, off-boarding, field office assignments and other service support; implementation of policies relating to compensation and staff benefits, medical insurance plans and staff health and wellness programs.

    You will report to designated International Staff and/or senior National Staff.

    Your Role

    The Senior Human Resource Assistant (HR Services) will provide analytical and operational support in BPRS aimed to ensure the quality of benefits and services for ADB staff and retirees.

    You will:

  • Provide technical, analytical, and operational support in managing the rewards, benefits and services handled by BPRS.
Organize and analyze data from different sources to produce reports and summaries. Ensure records are updated and filing systems are maintained according to prescribed systems and established guidelines. Prepare estimates and process the entitlements and claims following the ADB policies and procedures in relevant work area. Coordinate with internal and external contacts to ensure compliance and to reconcile and settle outstanding accounts. Guide and interface with staff, dependents, retirees and providers on ADB benefits and services, on-boarding and off-boarding requirements, interpretation of relevant policies for straight-forward concerns, and escalation of complex and nonstandard concerns. Provide inputs for ad hoc studies on benefits and services and other standard and non-standard correspondence and reports to ensure consistency with ADB's policies and procedures. Help maintain knowledge tools and documents, applications and databases. Perform other tasks as assigned and reflected in the incumbent's workplan.

Qualifications

You will need:

Bachelor's degree, preferably in Management, Business Administration or Science, or other related fields. At least 5 years of relevant professional experience (e.g. HR, insurance and health services, other employee benefits, systems, HR analytics, etc.). Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps Ability to conduct cost-benefit analysis to support decision-making Ability to set priorities for self and junior team members Effective report-writing and communication skills in English Proficient in spreadsheets and required information technologies. Effective presentation skills Ability to provide guidance to other administrative staff on assigned area of work Ability to liaise and work effectively with government officials within own work location and with colleagues throughout ADB Ability to work collaboratively with teams as a constructive team member Please refer to the link for ADB Competency Framework for Administrative Staff level 5.

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
