    Organizational Setting and Reporting Relationship

    The position of Senior Financial Control Officer is assigned to the Technical Assistance Section (CTLA-TA) within the Controller's Department (CTL). CTL helps maintain adequate and sound internal control of processes in ADB and provides quality services to clients while maintaining sound fiduciary controls. CTLA-TA is responsible for technical assistance fiduciary control and disbursement arrangements, and related matters from project preparation to implementation.

    You will report to the designated International Staff and may supervise junior team members.

    Your Role

    As a Senior Financial Control Officer will oversee the activities for the Technical Assistance (TA) and Grant related fiduciary and internal financial control compliance; disbursement processing; systems development; and reporting and administrative matters in a specialized work area within ADB and ensuring the work programs and assignments are accomplished efficiently.

    You will:

  • Review and comment on ADB project papers, co-financing agreements, completion reports, changes-in-scope and other board documents related to TAs and grants, to verify their compliance with disbursement related ADB procedures.
Participate and help develop and implement business process and controls and compliance testing of processes as part of ADB's effort in providing a Management Assertion over the adequacy of internal control over financial reporting. Review claims under ADB technical assistance grants or cofinanced technical assistance grants to check eligibility of expenditures, completeness and correctness of documentation and accuracy of computation, to ensure conformity of applications with contract provisions and related TA agreements, and with prescribed ADB regulations, procedures and guidelines. Review and authorize payment of claims up to a $15,000 per voucher/transaction; ensure accuracy of payment instructions, availability of budget allocations, and compliance with provisions of TA financial covenants, relevant ADB administrative orders, circulars, and established procedures. Approve journal vouchers for adjustment and insurance. Participate in the implementation and enhancement of IT systems used for TAs and grants; review and provide suggestions for enhancements in systems for efficient operations; ensure the accuracy and reliability of systems processes; coordinate changes and revisions to existing systems with ITD; and update process manuals. Contribute to efficient discharge of TA disbursement function and facilitate TA project implementation by reviewing and commenting on draft TA paper and agreements, undertaking analysis and attending meetings on specific/problematic TA disbursement issues, preparing country disbursement reports to Developing Member Countries. Provide training to TA supervising units, implementing agencies and resident mission staff on TA disbursement procedures, guidelines and act as resource speaker during TA disbursement seminars and perform post-facto process assurance support, including statement of expenditures assurance work. Be the technical subject matter expert for technical local staff. Oversee technical local staff to ensure recording and disbursement of claims is consistent and in compliance with applicable policies and generally accepted accounting principles. Monitor and review analysis and reconciliations of assigned TA advance and resident mission suspense accounts and reviews and approves vouchers under specific authority. Conduct staff interim and year-end performance evaluations for assigned administrative staff and agency staff. Support staff training and team building for the unit. Perform other tasks, including preparation of external correspondence for approval by the international staff. Coordinate required information based on established procedures.

Qualifications

You will need:

Bachelor's degree in accounting, business administration, commerce or finance with a Certified Public Accountant (CPA) qualification; preferably with Master's Degree or equivalent. At least 8 years combined work experiences in TA/grants/loan disbursements, administration, or related work experience in accounting or auditing and at least 4 years of supervisory experience. Large enterprise systems implementation experience and have good exposure to such systems. In-depth understanding of multilateral bank operations, administrative and disbursement procedures. Working knowledge of international banking transactions. Excellent command of oral and written communication skills in English. Ability to guide technical local staff to facilitate work planning, delivery and quality review Ability to collaborate with teams as a constructive team member.
