Context:

The Department of Financial and Administrative Management (DFAM) oversees and manages the IOM's global financial, budgetary, treasury, accounting and administrative functions. 

The Financial Coordination and Policy Division oversees the global financial controlling framework of the Organization, facilitating compliance with the Organization’s financial regulations, policies, and standards. It coordinates the comprehensive monitoring and analysis of budgetary and financial risks in close coordination with the other divisions of the Department. The Division’s work facilitates IOM’s financial management globally, ensuring it remains robust, adaptable, and closely aligned with both operational and strategic objectives.

Within this framework, the Financial Systems and Reporting Solutions Unit (FSRS) provides business support to IOM’s financial systems and digital finance architecture. The Unit leads the design of business requirements, functional specifications, data structures, and governance models that support financial processes across the Organization. It operates from the business side, working in close partnership with ICT—which is responsible for technical implementation and support—and external service providers.

Under the overall supervision of the Deputy Comptroller, Director of Financial Coordination and Policy Division and the direct supervisions of the Chief, Financial Systems and Reporting Solutions, the Senior Financial Analytics Officer is a key business partner responsible for managing and continuously enhancing IOM’s financial reporting and analytical architecture. The incumbent ensures that reporting solutions are reliable, scalable, and responsive to evolving management, operational, donor, and compliance needs. This role bridges financial subject matter expertise with digital solutions, in close collaboration with DFAM divisions, ICT, Regional Offices, and programme stakeholders.

Manage and lead the Financial Reporting and Systems Analytics team, mentoring and supervising staff while fostering collaboration, capacity development, and high-quality outputs aligned with DFAM’s reporting priorities.Maintain and govern IOM’s financial reporting catalogue, ensuring reports and dashboards are standardized, up to date, and aligned with strategic and operational requirements.Collect and document financial reporting and analytics needs from DFAM divisions (Budget, Accounting, Treasury, Financial Policy), Regional Offices, GSS and other HQ departments and field offices.Translate business needs into functional reporting specifications and collaborate with ICT on technical implementation.Oversee the design and enhancement of dashboards and reporting tools across financial domains, including budget execution, donor reporting, expenditure tracking, and pipeline projections, and reporting internally and data release to external databases, like the International Aid Transparency Initiative (IATI).Ensure dashboards are intuitive, insightful, and actionable for both operational and strategic users.Ensure the accuracy, consistency, and traceability of financial data across ERP platforms and related reporting systems.Coordinate business-side data validation, investigate discrepancies, and ensure resolution to maintain reporting reliability.Lead the business-side participation in testing, reviewing, and deploying reporting tools, including scenario testing and data validation.Contribute to analyzing gaps and issues in integrations between financial reporting solutions and ERP modules, proposing corrective actions or improvements in collaboration with ICT.Act as the business-side focal point for financial reporting, coordinating with ICT on development, system enhancements, access roles, and licensed tools.Contribute to ERP reporting governance, ensuring reporting tools align with IOM’s enterprise architecture and access management protocols.Provide oversight on the design of strategic reports that incorporate financial KPIs, risk indicators, donor metrics, and regional insights.Support data-informed decision-making through trend analysis and real-time dashboards tailored to senior management needs. Develop and deliver guidance materials, SOPs, and training tools to support user adoption and enhance financial data literacy across the Organization.Stay informed on ERP reporting trends, dashboard technologies, and data analytics innovations, including AI-enabled tools.Ensure financial reports meet IPSAS standards, internal control requirements, and donor reporting obligations.Benchmark IOM’s reporting practices against peer organizations to identify opportunities for improvement.Perform such other duties as may be assigned.

Education 

Master’s degree in Accounting, Finance, Information Systems, Data Analytics, Business Administration, or a related field from an accredited academic institution with seven years of relevant professional experience; or,University degree in the above fields with nine years of relevant professional experience.Certification in data analytics, ERP reporting (e.g. Oracle BI, Power BI, Tableau), or business intelligence tools is desired.Professional certification in accounting (e.g. Certified Public Accountant (CPA), Association of Chartered Certified Accountants (ACCA)), process automation (e.g. UiPath, Blue Prism), or project management (e.g. PRINCE2, PMP) is an asset.

Experience

Minimum of seven years of progressively responsible experience in financial reporting, business intelligence, or ERP-based analytics in a large international or decentralized organization.Demonstrated experience leading or supporting the design, testing, and deployment of financial reporting tools and dashboards from the business side.Strong experience translating financial management needs into functional specifications for ERP systems, preferably Oracle Cloud or a similar platform.Proven experience coordinating reporting governance, data quality validation, and performance monitoring initiatives.Experience collaborating with technical teams (e.g. ICT, developers, vendors) on ERP integrations, reporting platform enhancements, or system issue resolution.Familiarity with IPSAS or IFRS-based reporting and donor reporting obligations.Experience with training, user support, and change management for financial systems and reporting tools.

Skills

Strong command of financial reporting concepts, financial KPIs, and performance monitoring methodologies.Solid understanding of ERP reporting architecture and data models, especially within Oracle Cloud or comparable systems.Proficiency in business intelligence and visualization tools such as Oracle BI, Power BI, Tableau, or equivalent.Strong client orientation with the ability to understand, anticipate, and respond to the needs of diverse stakeholders across HQ, regional, and field offices, ensuring solutions are user-centered, practical, and aligned with operational realities.Ability to identify automation opportunities and support the design of AI or RPA-based enhancements.Strong analytical and problem-solving skills with the ability to identify reporting issues, assess data quality, and guide remediation.Excellent communication and stakeholder engagement skills, with the ability to translate complex reporting requirements into practical solutions.Strong project coordination skills, including experience managing timelines, resources, testing cycles, and cross-functional collaboration.Service-oriented mindset with a focus on enabling informed financial decision-making through accessible, reliable, and strategic reporting.Fluency in English is required; working knowledge of another official UN language is an advantage.
