Senior Finance Associate
Organizational Setting and Work Relationships
The Senior Finance Associate is normally supervised by the (Senior) Finance Officer who defines general work objectives and provides necessary advice and guidance. The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues. The incumbent works quite independently on regular assignments with an oversight from the supervisor.
The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials to exchange information. The incumbent normally supervises some support staff.

Duties
- Oversees the processing of financial transactions and reconciliations in line with relevant policies and procedures.
- Provide financial reports as per financial guidelines and when required.
- Maintain ledgers and accounting records for classification and recording of financial transactions and for the reconciliation of accounts and preparation of recurring or special reports.
- Ensure timely and accurate calculation and payment of salaries, allowances, travel claims and other payments to staff members, experts and consultants, vendors and other claimants.
- Contribute to the preparation and processing of monthly accounts.
- Prepare financial data for budget estimates and financial planning.
- Ensure reconciliation of cash books with bank statements.
- Maintain liaison with officials of local banks and financial institutions to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations, and matters pertaining to maintenance of office bank accounts.
- Assist colleagues in all aspects of accounts maintenance and budget control by providing reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile The Desired Candidate need to have:
- Solid Finance Experience
- UN/UNHCR Experience in Finance
- With knowledge of Cloud ERP and COMPASS tools of the UNHCR Business Transformation Program.
- Excellent in time management using planning tools like the Microsoft To-Do List, MS Outlook, and MS Teams.
- Experience in coordination with various Offices on finance related issues and assignments.
- Good knowledge of processing Valued-Added Taxes claims in accordance with the Tax Laws of Mozambique.

The United Nations High Commissioner for Refugees (UNHCR) is an international organization with the mandate to assist persons in need of international protection; asylum seekers; refugees; statelessness; and internally displaced persons. The UNHCR operation in Mozambique has its main office in Maputo, where this position is located, and field offices in Nampula and Pemba. The working language in the UNHCR offices in Mozambique is English.

The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues. The incumbent works quite independently on regular assignments with an oversight from the supervisor. The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials to exchange information. The incumbent normally supervises some support staff. The incumbent of the position will work closely with colleagues from all departments in Maputo, Nampula and Pemba offices. The incumbent of the position is also responsible for the supervision of the other colleagues in the unit. Given the complexity of the position, the incumbent of the position is expected to be able to work with tight deadlines. He/She should have good command of Excel and Word.
The incumbent needs to be proficient in the use of Oracle systems including Cloud ERP, COMPASS, Power Business Intelligence, etc, with a proven record of training others in such tools, respectively. The incumbent should be excellent in time management and use of planning tools like the Microsoft To-Do List, MS Outlook, and Teams. Supervisory experience will be considered as advantage. S/he must be having training and experience in the finance modules of the Cloud ERP systems. Finally, s/he must have exceptional communication and coordination with both the internal and external stakeholders, especially the suppliers and service providers.

Mozambique has a total population of 29 million people and Maputo is its capital city. The total area of Mozambique is 799 380 Km square from North to South. It is tropical hot and humid. The hottest and wettest months are December to February, when the average daily minimum temperatures are around 22 °c and the average daily highs of 30 °c. The rainy season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13 °C to 24 °C.
Maputo is a B, Family duty-station where the security level is considered low (2).
The security situation in the Southern area is relatively calm, the biggest concern being criminality in the main urban centers of Maputo, Matola, Xai-Xai and Inhambane cities.
Floods occur every two to three years, with higher levels of risk in the southern provinces. Seasonal rains (November to April) and the lack of drainage infrastructure to accommodate stormwater runoff often leads to flash floods.
Traffic accidents are common in Mozambique due to the poor condition of the roads and poor driving and vehicle standards.
The metical is the local currency and exchange rate stands at USD 1 equivalent to about 63.25 meticais (MZN) as per December 2023. There is a wide range of Banks and ATMs to meet financial needs. Credit/debit cards are accepted in most places.
The public healthcare system in Mozambique is basic and limited. Private clinics can be found in Maputo and other larger cities in Mozambique. Mozambique lies in a malaria zone, so the necessary precautions should be taken: Avoiding mosquito bites by using nets, candles and sprays is recommended.
Vaccinations for diphtheria, hepatitis A, tetanus and typhoid are recommended. Tap water in Mozambique is not safe to drink, so bottled or boiled water should be used instead. Communication and transport services are available at various costs. The housing market is healthy but quite expensive, with a wide selection of apartments and houses for rent. Apartments can be rented from US$ 1,000 to US$ 1,500 per month and meals at the restaurant cost between US$ 10 and US$ 30.
Maputo has several open food markets and several large supermarkets that sell food, clothing, and household goods at reasonable prices. There are cinemas, several bars and discotheques for entertainment. Maputo is only two to three hours' drive away from Swaziland (Mbabane) and South Africa (Nelspruit).
