Setting and ReportingThis position is located in the Department of Operational Support (DOS), Division for Special Activities (DSA), Support Partnerships Service (SPS) Triangular Partnership Programme (TPP). DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. The Senior Finance and Budget Assistant typically reports to the Senior Programme Officer and/or the Administrative Officer. ResponsibilitiesWithin delegated authority, the Senior Finance & Budget Assistant will be responsible for the following duties: • Undertakes research and provides support to higher level Administrative and Programme Management Officers with respect to budget reviews. • Assists with the preparation of cost estimates and budget proposals, in terms of TPP’s resourcing requirements such as staff and non-staff, including programmatic aspects; • Assists, reviews and revises data concerning the finalization of the budget proposals, cost plans, and project plans. • Supports the administration and monitoring of extra-budgetary resources, including review of agreements, MOUs and cost plans for Voluntary Contributions, Trust Funds and Cost Recovery/sharing, ensuring compliance with regulations, rules and established policies and procedures, including the accurate and complete reporting and recording within the Integrated Planning, Management and Reporting (IPMR) platform. • Provides input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. • Monitors budget implementation/expenditures, including generating reports from Umoja and Business Intelligence platforms, and recommends reallocation of funds as necessary. • Acts as Certifying Officers and reviews requisitions for goods and services and official travel requests to ensure completeness of supporting documentation, correct objects of expenditure have been charged, and availability of funds. • Assists in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. • Monitors integrity of various financial databases. • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. General Administration: • Coordinates various actions related to the administration of the Service's human resource activities, e.g., recruitment, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures. Liaises with central administration/executive services as required. • Provides guidance, training and daily supervision to other general service staff in the area of responsibility. • Provides assistance in drafting of host country agreements, budget agreements, or contributions for grants or other activities as appropriate. • Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field. • Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems, organize and coordinate seminars, conferences and translations.) • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher. • Experience in the United Nations System or a comparable international organization is required. • Experience in resource mobilization and management of extra-budgetary funds is desirable. • Experience with design and data visualization is desirable. • Experience in applying organization's recruitment policies and procedures, and using integrated information management systems, such as Inspira, is desirable.
