Organizational Setting and Reporting Relationship
The position of Senior Evaluation Specialist is assigned to the Sector and Project (IESP) Division within the Independent Evaluation Department. You will be based at our Headquarters in Manila, Philippines.
The division focuses on evaluations and validations at the project and sector levels and on sovereign and non-sovereign operations, covering sectors such as energy, transport, water, urban, finance, and agriculture and natural resources. You will report to the Director, IESP, and will oversee national and administrative staff and consultants.
Your Role
As a Senior Evaluation Specialist, you will be responsible for independent evaluations of sovereign and non-sovereign operations. You will lead and contribute to evaluation, knowledge management, and capacity-building activities, focusing on sector and project-level evaluations. The specialist evaluates ADB policies and business processes, addressing thematic issues across sectors, in infrastructure, finance sector development, and private sector development, following the department's protocols and work program.

Master's Degree, or equivalent, in public administration, engineering, finance, business administration, economics or development studies; a university degree in any of these fields and at least 5 years of specialized experience relevant to the position can be considered. At least 10 years of relevant experience in private sector operations, infrastructure or finance sector development. Experience in project, sector and country/regional operations (e.g., country portfolio and program, institutions, policy) and development evaluation and outreach in developing countries; Relevant experience in the Asia-Pacific region. Expertise in a specific sector/theme area or range across multiple areas with in-depth knowledge within one area: private sector operations, infrastructure and finance sector development. Familiarity with development strategy, policy, issues, and practices, in a multilateral or bilateral context is desired. Knowledge toward applied research and preparing evaluations is desired; conduct country/sector/project-level analysis including operational, economic, institutional and policy analysis and reforms, macroeconomics, economic and financial analysis. Good oral and written skills in English. Perform as a team leader, exercising guidance, coordination, and planning responsibilities over a multi-disciplinary unit.
