Organizational Setting and Reporting Relationship
Climate Change and Sustainable Development Department (CCSD) leads thematic operations, knowledge innovation, and partnerships. While the position of Senior Environment Officer resides within the Environment team of the Climate Change, Resilience and Environment Cluster (CCRE) within the CCSD, you will be strategically assigned to the India Resident Mission (INRM) in the South Asia Regional Department (SARD).
You will report to the Director, Environment, CCRE and matrix reporting to the Country Operations Head (COH) at INRM.
Your Role
As a Senior Environment Officer, you will provide technical and administrative support to the Environment team (CCRE-ENV) and INRM for policy and strategy work, fund management, technical assistance projects, and knowledge generation and management activities for operations in India on environment and nature, including biodiversity and ecosystem, air quality, circular economy, environment finance, and nature-based solutions. The tasks will involve research and analysis, design, and implementation of environment and nature related projects and programs in India under the Environmental Action Plan and India Country Partnership Strategy. This will include inputs to the preparation of briefing notes and presentations, data collection assistance in technical assistance (TA) processing and administration, and information management, and supporting operations, where relevant on specific sector and thematic areas including strategies and upstream work, among others.
You will:
a. Policies, Strategies and Frameworks (Environment and Nature in India)
b. Support to TA activities and Sector Operations involving environment and nature
Assist in the preparation, processing, review, editing, consultant recruitment, administration, implementation, and completion of technical assistance (TA) and key environment and nature programs involving India, country and regional TA, under CCRE-ENV and INRM Assist in the processing and implementation of sovereign and non-sovereign projects in India involving environment and nature as a one ADB team member Serve as the focal point for all TA activities and sector operations involving environment and nature outside of safeguards.
c. Knowledge Management and Partnership
Provide technical coordination and support in preparation and dissemination of knowledge products, and coordinate with regional/country, sector and thematic groups for exchange of information related to environment and nature for operations in India. Provide support in organization of knowledge events including seminars, training, workshops, national, regional or international forums on environment and nature solutions in India or involving India programs and stakeholders. Coordinate knowledge activities involving India with relevant internal partners such as Department of Communications and Knowledge (DOCK), and external partners including international organizations, civil society (CSOs), academics, and others. Provide support in building and maintaining partnerships with key external partners for India related programs and operations such as international organizations, CSOs, research institutes and think tanks etc. Support the preparation and tracking of partnership agreements and plans.
d. Administrative Support
Provide key inputs on India projects, programs and operations, including preparation and updating of the work plan, monitoring, and reporting on issues related to environment and nature for the Environment group and INRM, including assessment of resource requirements in coordination with relevant colleagues. Provide support and input to CCRE-ENV, CCSD and INRM, SARD Management Information System, reporting, and inputs to the three-year rolling work program and ADB annual report for environment and nature operations in India.
You will need:
Bachelor's degree in the fields of environment and nature, and other related disciplines preferably with Master's degree or equivalent. At least 8 years of relevant professional experience in environmental management, natural resources management, environmental and project development work and at least 4 years of supervisory experience. Knowledge of operations, including project/program processing and other programming activities in a multilateral and bilateral organization is an advantage. Knowledge and experience in working on ADB projects and programs would be an asset. Demonstrated strong research, writing and presentation skills. Written and verbal proficiency in English. Proven experience in working independently with teams with internal and external stakeholders of ADB. Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB. Please refer to the link for ADB Competency Framework for TL6.

This appointment is open to internal and external applicants.
This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
