Organizational Setting and Reporting Relationship
The position of Senior Economist for the South Caucasus region (which consists of Armenia, Azerbaijan, and Georgia) is assigned to the Office of the Director General (CWOD) within the Central and West Asia Department (CWRD). You will be based at our headquarters in Manila, Philippines, and may be assigned to one of CWRD's Resident Missions.
You will primarily report to the Regional Lead Economist for CWRD, the Economic Research and Development Impact Department (ERDI), with matrix reporting to the Country Directors, Armenia Resident Mission (ARRM), Azerbaijan Resident Mission (AZRM), and Georgia Resident Mission (GRM), and work together with national economics officers in the South Caucasus region.
Your Role
As a Senior Economist, you will lead economic sector work in the South Caucasus, including government dialogue, stakeholder coordination, and knowledge dissemination. You will conduct regular economic analysis and monitoring while guiding the Country Partnership Strategy (CPS) development under the Country Director's direction. Additionally, you will support government and ADB divisions in loan and technical assistance processing, non-lending products, knowledge solutions, and regional cooperation. You will also assist in external relations, engaging with development partners, civil society, and the press.

Support for Project and Technical Assistance (TA) Processing and Implementation
Support ADB's sovereign and non-sovereign operations, contributing to loan and TA project design while ensuring cross-cutting concerns and economic context are integrated. Lead in the processing and implementation of regional TA projects in economic areas. Support implementing the country-level TA. Support project processing and implementation of projects with an area specific approach.You will need:
Master's Degree, or equivalent, in economics (Ph.D. an advantage), with expertise in one or more of the following fields: public policy, economic development, macroeconomics, public finance, international economics, or other related fields; or University degree and at least 5 years specialized experience relevant to the position can be considered. At least 10 years of relevant professional experience in development planning and policy formulation and operations. Evidence of high-quality knowledge outputs; publications in international peer-reviewed professional journals and advantage. Demonstrated expertise in economic research and development in developing countries. Analytical, and conceptual skills in economics. Broad-based exposure to country programming. International experience working in development in several countries. Relevant experience in Central Asia. Ability to collaborate with senior staff, Management, and senior government officials.
