Under the general supervision of the Resource Management Officer and the direct supervision of the Finance Officer, the incumbent will assist in planning, leading, organizing and coordinating the activities of the finance unit to include but not limited to the following areas: Internal and External audit preparation, financial analysis, and other financial issues in accordance with IOM Financial Management Rules and Procedures.
Core Functions / Responsibilities
- Support in monitoring the overall completeness and quality of budget data and follow up with relevant offices, including Chiefs of Mission and Project Managers
- Coordinate in a timely manner with Project Managers and relevant finance focal points for budgetary clarifications.
- Regularly review budget information and reports to identify inconsistencies or incorrect data and propose necessary actions to maintain data quality.
- Participate in drafting budget instructions and guidelines to provide specialized guidance to offices and other stakeholders on the preparation and maintenance of accurate data in PRISM.
- Prepare budgets for new projects and/or the Project Budget Allocation module in PRIMA, verifying that budget submissions from offices are accurate, complete, and in line with donor agreements and approved budget breakdowns.
- Support the Finance Officer in monitoring the budget upload process within the systems.
- Recommend improvements and maintain the budgeting system to meet varying business requirements related to budget planning.
- Review monthly transactions charged to mission projects to comply with IOM financial management rules, procedures, and donor requirements.
- Prepare donor financial reports and monitor their timely submission, adhering to donor-specific requirements.
- Assist in the preparation of the monthly office cost projectization.
- Conduct regular reviews of project expenses to verify they are allocated to the appropriate project budget lines.
- Maintain compliance with internal control systems, identify any weaknesses, and provide suggestions for improvements to the Finance Officer.
- Prepare the mission's annual budget for submission to BUD.
- Perform other related duties as required.
- Bachelor’s degree in accounting, Finance or a related field from an accredited academic institution, with five years of relevant professional experience, or
- High School Diploma with seven years of relevant professional experience
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage.
- Good analytical and problem-solving skills.
- Sound knowledge of accounting systems and/or SAP plus generally accepted accounting principles, business risk controls, and audit/review procedures.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
