Under the general supervision of the Emergency Coordinator and the direct supervision of the Shelter-Non Food Items (NFI) Cluster Coordinator, the Senior Assistant Information Management will provide information management support to the Shelter/NFI Cluster in Mali, specifically aimed at increasing the effectiveness of the response.
Timely and accurate information is integral to the successful coordination of humanitarian action. The Senior Assistant Information Management is responsible for assisting in the production and dissemination of information on the shelter and non-food items response in Mali, in order to facilitate the provision and monitoring of assistance, undertake gap analysis and identify priorities.
The post holder will operationalise data standards developed at global or national level, train cluster partners as required, compile data and analyse information relevant to the shelter and NFI response. He/she also supports the cluster coordination team and cluster partners in issues such as the choice of indicators for monitoring and operationalising the cluster strategy.
- Assist in the identification of relevant information needs of the cluster coordination team and cluster partners as well as other key partners (OCHA, relevant clusters and local authorities) in the shelter and NFI response and encourage information sharing between all stakeholders.
- Assist in the visual operationalisation of the cluster strategy for Mali.
- Assist in the development of an information management component for the cluster strategy if this is not already in place.
- Assist the cluster coordination team in accessing robust file storage and email systems.
- Participate in the development and/or operationalisation of common country-specific data standards in collaboration with relevant clusters and OCHA and promote the standards to cluster partners.
- Identify and integrate secondary and primary data sources required for gap analysis of the inter-agency response. Support the visualisation, synthesis and communication of messages from this analysis to relevant stakeholders (donors, government, cluster partners) to inform decision-making.
- Compile, aggregate and analyse data and information required to produce standardised information products and implement or support data/information collection plans for baseline and context-specific data on, for example, remaining shelter needs or the quality of NFI assistance provided to date.
- Support the cluster in the analysis of processed data and information and carry out data quality and consistency checks.
- Assist in the training of cluster partners and other key partners in the use of the cluster's information management products, as required. In addition, train cluster partners and other key partners on data collection, data analysis, data visualisation and protection of sensitive data, as required.
- Facilitate the analysis of information between relevant clusters as appropriate.
- Support and exploit geographic data for map production and use in Geographic Information Systems (GIS).
- Share cluster data with partner agencies and maintain cluster information management products (website, contact list, activity reports, operational presence, gap analysis and fact sheets) at agreed frequencies and in relevant languages.
- Regularly represent the Shelter/NFI cluster in the Information Management Working Group.
- Perform other tasks as required.
EDUCATION
- University degree in information technology, information management, demography, statistics, social sciences or any related field, or an equivalent combination of training and experience relevant to shelter/NFI activities and information management during natural disasters or conflict situations.
EXPERIENCE
- At least 4 years' relevant professional experience (2 years with an advanced university degree).
- Knowledge of the UN system and the humanitarian community, including inter-agency coordination and the humanitarian programming cycle process.
- Experience in the context of information management.
- Proven skills in analysing statistical information.
- Advanced Excel skills (e.g. pivot tables, etc.).
- Excellent writing, communication and presentation skills; ability to prepare clear and concise data visualisations, dashboards, etc.
- Ability to formulate technical requirements and operational procedures related to information management.
- Ability to compile and analyse various data sets holistically.
- Experience in dealing with confidential data and demonstrated understanding of different data collection methodologies.
- Very good knowledge of the local language and local institutions.
- Ability to work effectively and harmoniously in a team and inter-agency context with colleagues from a variety of cultures and professional backgrounds.
- Demonstrated gender awareness and sensitivity.
COMPETENCIES
- A service-oriented approach to supporting Cluster partners (supporting their reporting and use of information), Cluster staff (supporting coordination), and other stakeholders (improving the overall quality of the humanitarian response).
- Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high quality reports and simple messages from complex data;
- In-depth knowledge of the latest technological developments in information technology and information systems, and also expertise with simpler systems, such as Excel;
- Demonstrated understanding of different data collection methodologies (experience with Kobo, ActivityInfo or similar systems is desirable);
- Ability to formulate technical requirements and operational procedures related to information management/analysis;
- Advanced data visualisation and information design skills (e.g. ArcGIS, QGIS, Adobe Illustrator and InDesign, R);
- Leadership skills in the context of partnership building and consensus decision making; and,
- Ability to deliver technical training to different audiences.
- Experience and skills in data cleansing and management (e.g. with relational database management systems and tools, such as SQL), including the ability to transform data into a range of different formats.
