• Provides advisory support to the RR on issues related to conflict to post-conflict emergency recovery programming, support structures and actors, including the design of assessments, plan and programmes, as appropriate;
  • Maintains close working relationship with the leadership and staff of the Provisional Regional Administration (PRA), UN sub-offices in Tigray and CSOs/NGOs active in the region; 
  • Offers policy and technical advisory services as well as training, as appropriate, to the leadership and staff of the PRA;
  • Analyses the socio-economic and political situation and trends in the area and identifies opportunities and entry points for UNDP as well as approaches and modalities to achieve development targets and effectively respond to UNDP/UN/Government recovery objectives;
  • Ensures overall efficient coordination of emergency recovery programmes/projects and timely delivery of results taking into consideration agreed upon work plans with the UNDP country office and consistency with UNSDCF/CPD/HRP priorities;
  • Provides guidance and participates in programme development and ensures programme implementation including budgeting, implementation and monitoring;
  • Ensures identification and promotion of joint programming and planning opportunities on emergency recovery;
  • Identifies and develops new programme and project opportunities, in close collaboration with the Programme Team Leaders;
  • Guides the design of, and commissions, research and data gathering activities (including surveys) that builds a high quality, disaggregated Development Data Hub on Tigray providing the premier data source in the development community on the socio-economic status of the region and indicators and parameters related to emergency recovery;
  • Works closely with the Partnerships Development and Results Management Hub (PDRM) in the CO to ensure effective relationship management with donors contributing to UNDP’s emergency recovery programme, including timely, high, quality donor reporting; 
  • Promotes identification and synthesis of best practices and lessons learned for organizational sharing and learning.
  • Provides substantive policy advice to UNDP/UN, PRA and Federal Government of Ethiopia on HDP nexus in Tigray; 
  • Advocates authoritatively, based on cross-country experience and technical expertise, on the importance of implementing the HDP nexus in the context of Tigray, especially in interaction with the PRA, UN agencies/entities and CSOs/NGOs;
  • Coordinates on a day-to-day basis with the Tigray ECC and EOC on planning, targeting, delivery and monitoring of emergency recovery assistance, ensuring strong synergy and mutual support with humanitarian assistance;
  • Identifies programmatic and operational opportunities for implementing the New Way of Working  (NWOW) in close collaboration with key internal and external partners;
  • Develops innovative and forward-leaning programmes and projects reflecting the HDP nexus, in coordination with Government and CO colleagues, for example, on re-building social cohesion, strengthening community level resilience mechanisms and advancing on community policing methods and approaches.
  • Represents UNDP in Tigray, based on parameters established by the RR;
  • Ensures the set up and smooth running of the Mekelle Sub-Office, builds an effective SO team, and promotes teamwork and an environment that is conducive to delivering results;
  • Ensures full responsibility for the appropriate use and management of resources attributed to the SO by tracking use of financial resources, ensuring the integrity of financial systems and consistent application of the Internal Control Framework and/or rules and regulations;
  • Oversees the effective efficient and compliant management of all operational processes including financial transactions, procurement & logistics, and administrative services;
  • Under the direct supervision of the DRRs, ensures enforcement of security procedures and MOSS/MORSS requirements in the SO;
  • Mitigates possible risks and impacts associated with the SO operations (e.g. logistical and security);
  • Has Atlas manager rights as delegated; 
  • Takes responsibility for the management of SO staff, monitors their performance, completing performance assessments, as required;
  • Ensures timely and regular programme and management reporting to the CO;
  • Ensures full compliance with audit requirements and timely follow-up to audit recommendations;
  • Ensures internal communication and coordination at SO level and effective and proactive communication between relevant CO units (both programme and operations units) and the SO;
  • Monitors the perception of UNDP at the local level and suggests media activities that positions UNDP more strategically and effectively as a neutral broker for local recovery, resilience and reconciliation;
  • Enhances local visibility for UNDP in development effectiveness;
  • Ensures that local development results are effectively communicated in collaboration with Development Communications and Advocacy Hub in the CO.

  • Ensures effective management of the Tigray Recovery Programme portfolio and supervision of the Recovery Programme team based in the SO focusing on quality control programming from formulation to implementation.
  • Strong knowledge of the Sendai Framework, resilience programming and best practices to substantially reduce disaster risk and loss of life, livelihoods and health from other similar contexts – ideally in the Horn of Africa.
  • Good knowledge of humanitarian response systems, coordination mechanisms, and humanitarian policy. This includes coordinated needs assessments (MIRA, PDNA), and the Humanitarian Programme Cycle.
  • Strong knowledge of one or several of the early recovery, transition and recovery, social cohesion and development programmatic areas e.g. livelihoods, cash programming, rubble removal, governance, community restoration.
  • Comprehensive understanding of the challenges and experience of countries transitioning from humanitarian assistance to recovery and development.
  • Ensures that conflict sensitivity and Do No Harm are mainstreamed into the UNDP Country Programme, Tigray Recovery Strategy, Transitional Matrix and/or other relevant programming frameworks.
  • Understands that a people-cantered approach to humanitarian action brings together the universal determinants of age, gender, and other specific diversity characteristics for analysis that informs an effective response which includes; disability, HIV AIDS, mental health, socio-economic status, religion, nationality, the environment and ethnic origin.
  • Advanced knowledge of the use of information management in humanitarian response and recovery environments; highly developed conceptual, analytical and innovative ability to identify and  articulate the information management requirements of complex situations requiring a coordinated response between disparate actors; demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters).
  • Excellent communication and training (spoken and written) skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily understood by non-information management practitioners.

  • Advanced university degree (Master’s Degree or equivalent) in one of the social sciences, especially in areas most closely related to socio-economic development and crisis management (international development, economics, political science, conflict management, post-conflict recovery).
  • Minimum of ten years of progressively responsible experience in planning and management of emergency (sometimes also called early) recovery programmes and projects in crisis and post-crisis contexts in Sub-Saharan Africa.  Similar experience from other parts of the world will be an asset;
  • Experience in the humanitarian system and with humanitarian response would be highly desirable;
  • Field experience serving in conflict and post-conflict settings with a UN agency/entity and/or CSOs/NGOs or bilateral agencies;
  • Proven policy advisory and advocacy experience and track record of effective engagement with senior levels of government, UN and donors;
  • Programme development and management experience with sound knowledge of all aspects of the project cycle (design, implementation, monitoring and evaluation);
  • Proven ability to work effectively in multi-disciplinary and multi-cultural teams;
  • Sound understanding and capability to empower and develop the capacity of national and regional stakeholders and office staff;.
  • Experience in fundraising, resources mobilization and donor relations would be an asset.
  • Fluency in written and spoken English is essential.  Ability to speak in Amharic and/or Tigrinya would be a major asset.
  • Qualifications and/or industry certification and/or demonstrable experience in Microsoft Office.  Practical knowledge and application of statistical software (e.g. SAS, STATA, SPSS) would be an advantage.
