Centre for Tax Policy and Administration

The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), with more than 145 member countries and jurisdictions, and the Inclusive Forum on Carbon Mitigation Approaches. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.

The CTPA is looking for one or more Senior Adviser(s) to lead and provide technical expertise on international tax challenges facing developing countries. The selected candidate(s) will work to ensure the effective implementation in developing countries of the Base Erosion and Profit Shifting (BEPS) Actions, the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy (Two-Pillar Solution) and other relevant international tax standards. This will include proposing innovative solutions and develop and implement multilateral and bilateral training and capacity building programmes to address taxation gaps in such countries. The successful candidate(s) will report to the Head of the Global Relations and Development Division.

Job Description

Main Responsibilities

Management and co-ordination

Work in close collaboration with the Head of Division to develop and manage the work programme of the Division.Oversee and co-ordinate the work of technical teams and provide technical leadership on the development and implementation of training and technical assistance programmes and activities on BEPS, the Two-Pillar Solution, transfer pricing, tax treaties, and other relevant international tax issues in developing countries.Provide strategic advice on the design of a coherent and sequenced approach to the implementation of new international tax standards.Supervise, motivate and contribute to the professional development and performance of staff under his/her responsibility.Oversee project management, monitoring, reporting and evaluation activities related to the training and technical assistance provided.Manage the production of the Division’s reports and other products, including reviewing and drafting documents and publications.

Technical support, training, and engagement

Provide strategic advice and deliver legislative and administrative capacity building initiatives on BEPS, the Two-Pillar Solution, transfer pricing, tax treaties, and other relevant international tax issues in developing countries.Deliver in-person and virtual bilateral and multilateral workshops and other training activities on BEPS, the Two-Pillar Solution, transfer pricing, tax treaties, and related issues to build effective international tax skills in developing countries.Design and implement a structured engagement plan for developing countries, especially through regional initiatives.Support developing countries’ participation and technical input into the work of the Inclusive Framework on BEPS, including by acting as a focal point of contact.

Analysis and drafting

Carry out in-depth analysis and oversee the development of practical guidance and tools for developing countries on BEPS, the Two-Pillar Solution, transfer pricing, tax treaties, and other relevant international tax issues for developing countries.Oversee and draft various type of papers and document including communication materials on BEPS, the Two-Pillar Solution, transfer pricing, tax treaties and other relevant international tax issues for developing countries.

Representation, communication and liaison

Represent the OECD at meetings and conferences involving senior tax policy makers, tax administrators and representatives of business, academia and civil society.Provide clear, strategic and timely briefing to senior staff as requested.Lead effective communication with regional counterparts as well as with key partners supporting technical assistance programmes.Contribute to press and social media activities related to capacity-building and technical assistance activities provided.Establish good working relationships with other relevant CTPA Divisions and other Directorates, as well as manage co-operation with external bodies, such as the IMF, WBG, UN, regional tax organisations and Regional Development Banks.

Qualifications

Ideal Candidate Profile

Academic Background

An advanced university degree or equivalent in taxation, economics, business, accounting, law or a professional qualification in other relevant areas of public policy.

Professional Background

At least eight years’ professional experience in the field of tax administration and tax policy gained in a national government, the private sector or in an international organisation, including significant hands-on experience in international taxation, especially in the area of transfer pricing, as well as BEPS, the Two-Pillar Solution, tax treaties and other relevant international tax issues for developing countries.Knowledge of OECD instruments, standards and benchmarks in the tax area, particularly in relation to BEPS, the Two-Pillar Solution, transfer pricing, and tax treaties.Proven experience in designing and delivering international training seminars on BEPS, the Two-Pillar Solution, transfer pricing, tax treaties and other relevant international tax issues and explaining unfamiliar concepts to groups clearly and with impact.Proven experience to effectively engage in dialogue and public debate with tax experts from business, governmental agencies, academia and international organisations.

Core Competencies

Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.Knowledge of other languages, including Arabic, Spanish, Portuguese, Russian and Ukrainian would be an asset.
