Job Summary

This position is in the Security Services Division, within the Corporate Services and Facilities Department. The Security Training Officer is part of a security training team within the Security Division. Under the overall direction of the Deputy Division Chief, the Training Officer will serve as part of a training team to act as the primary learning specialist in the Division. The Training Officer Team will manage the Division’s Security Training program and will be focused on all aspects of security training development and delivery of blended (instructor lead & e-learning) training and learning solutions.

The Training Officer will be expected to work collaboratively with the Division in the ongoing development of innovative learning design, appropriate delivery methods, and impact measurements – creating an agile and engaging learning journey for IMF staff and collaborating with partners to deliver innovative learning solutions across key areas of delivery.

Specific job-related responsibilities include:

• Develop, review, refine, and implement the existing training strategy, plans, and work programs to assure current training/exercise efforts are supporting the Division’s objectives and are in accordance with best practices in learning and training.
• In collaboration with relevant stakeholders, ensure the training strategy remains relevant and responsive to align with business needs and that it represents a creative and innovative approach to security training.
• Co-manage the implementation of all logistical and administrative support for training programs within the portfolio, partly by delegating to and supporting other team members.
• Act as the IMF focal point for all United Nations (UN) training and learning coordination groups and ensure IMF needs are represented in inter-agency discussions and decisions, monitor inter-agency developments and ensure Divisional management is kept appraised of developments for decision making.
• Serve as lead instructor in training courses where appropriate and ensure that training courses are delivered by qualified and skilled trainers, to include multi-day Safe and Security Approaches to Field Environments (SSAFE) and, if applicable, Women’s Security Awareness Training (WSAT).
• Ensure trainers implementing United Nations (UN) global training products for IMF audiences are certified.
• Work with vendors to select support services for training delivery, e.g. developing e-learning content and associated instructional material in close cooperation with IMF stakeholders.
• Draft and disseminate communications materials and training schedules in close coordination with the Division’s Communications Officer.
• Monitor and manage the Department’s training budgets and report on the utilization of program budget as needed.
• Ensure that all internal training courses are appropriately captured and categorized in the IMF’s Learning Management System (Workday).
• Provide high- quality, timely staff support through the management of the security training mailbox and associated email addresses.

  Qualifications and Selection Criteria

  • Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in behavioral science, communications, event management, or security risk management or a related field; or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience;
  • Experience developing learning strategies, needs assessment, gaps analysis, instructional design, and learning metrics ideally in an NGO, UN, Military, Law Enforcement, or Emergency Services environment.
  • Understanding of L&D (Learning and Development) and capacity-building practices, challenges, trends, and accepted practices relevant to the IMF and a global audience.
  • Proven knowledge and practical experience in the design of learning, didactics, instructional design, pedagogy, curriculum development, and awareness of best practices in adult learning. Demonstrated experience in delivering complex practical security training programs such as Hazardous Environment Awareness Training (HEAT) or SSAFE (Safe and Secure Approaches in Field Environments) or similar.
  • Experience delivering security training courses catered to a wide range of needs.
  • Highly proficient in written and verbal communication in English.
  • Demonstrated experience with operational planning to effectively plan, direct, organize and coordinate diverse activities to ensure effective delivery of a work program.
  • Track record of excellent interpersonal and people management skills, with an ability to interact effectively with high performing teams of security professionals. Must be comfortable in working collaboratively as part of a team and build productive work relationships.
  • Demonstrated capacity to communicate threats and risk mitigation to non-security professionals.
  • Confirmed capacity to develop and socialize security training programs to protect staff and assets in operations in increasingly hostile environments.
  • A firm understanding of humanitarian security risk management that will inform a balanced approach in relation to staff security training for high/medium risk environments is desirable but not required.
  • Security experience with capabilities in security risk assessment, planning, organizing is desirable but not required.

    This is a one-year contractual appointment renewable for up to another year pending continuous business need, budget availability, incumbent's performance.
