Setting and ReportingOn 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO’s mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in the Security Section of the United Nations Truce Supervision Organization (UNTSO), based in Damascus. Under the overall supervision of the Head of Mission /Chief of Staff, the incumbent- reports to the Chief Security Officer (CSO). ResponsibilitiesThe Security Officer is directly responsible for safety and security at the Liaison Office Damascus (LOD), Observation Group Golan Damascus (OGG-D) and Observation Posts (OPs) on Bravo side of United Nations Disengagement Observations Force (UNDOF) Area of Operations (AOR). Under the supervision of the Chief Security Officer, the Security Officer, FS-6, is responsible for the following duties: - Contributes to the office management procedures and/or supervises a Security Unit, as needed; Strategizes and develops effective security and contingency plans for LOD and B- Side OPs and its operations - Conducts assessment of prevailing local security conditions, identifying security trends and advising UN personnel, brief personnel and eligible dependents on security issues; -Conducts Ad-hoc SRM for OPs as required including providing advice on security risk mitigation measures and ensuring that the same are implemented accordingly - Serves as a member of the Security Cell, implements and evaluates the security plan; - Evaluates air, land and sea emergency evacuation capability; assists in the supervision of relocation/evacuation exercises and recommends appropriate action; - Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System; - Analyzes the level of security risk for the area of operations; - Monitors, conducts or coordinates security operations; - Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders; - Briefs the HoM /CoS / CSO or Deputy CSO on the status, activity and requirements of the unit; - Ensures that fire prevention devices and fire-fighting equipment are available on the premises; - Reviews fire evacuation plan and coordinates fire drills and training as necessary; - Conducts physical security inspections of residences and facilities (B- Side OPs and Damascus HQ); - Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements; - Assesses prevailing local security conditions, identifying security trends and advise UN staff; Briefs staff and dependents on potential security problems, such as mines, kidnapping, armed attacks, arrest and detention; - Provides advice and training to UN personnel and eligible dependents on security matters (TRIP, Residential Security Measures (RSM), Fire Drills etc.) - Identifies the training needs of security and mission's staff; - Supervises the investigation of security-related incidents involving UN personnel and project personnel; - Identifies gaps in existing capability and recommends amendment accordingly; - Conducts Risk assessments reports, Ad hoc Security Risk Management for VIP visits and events at LOD and OPs; - Participates in the planning process of protective services for Senior UN Officials, as necessary; - Drafts Statements of Requirement and provides technical specifications of security equipment for the procurement of section; - Conducts Security Briefings for visitors and Induction Briefs for civilian staff and UNMOs; - Assist the Chief SIOC with the provision of analytical reports and/or regular security updates as required. - Inspects security equipment and ensures minimum equipment requirements are purchased, maintained, and deployed; - Supervises , background checks and entry controls, as appropriate; - Attends Security Management Team Meetings as an observer; - Provides updates on security incidents and developing trends to UNTSO SIOC; - Required to work in night shifts and contribute to the 24/7 operations when necessary; - Assist by drafting the Acquisition Plan and Annual Budget for the office. - Manages a warden system according to policy; - Performs other duties as required. Technical or vocational certificate followed by specialized military or police formal training courses acquired and exercised/implemented on the job is required. Job - Specific QualificationSecurity Certification Programme (SCP) is required. Completion of Security Analysis Process and Practice (SAPP) is desirable. Completion of Investigation Training and/or experience in investigations is required. Work ExperienceA minimum of ten (10) years of progressively responsible experience in international relations, programme management, crime or terrorism prevention, security, risk or disaster or emergency management and preparedness in the public or private sector areas is required. The minimum years of relevant experience is reduced to 5 years for candidates who possess a first level University Degree. Experience in producing substantive and analytical reports and papers on complex issues is required. Experience working with security and safety services within the United Nations System or other similar international organization is required. Experience in conducting PSRA’s for senior officials, VIP’s is required. Experience in conducting Ad-Hoc SRM, operational plans and convoy plans is required. Experience and Knowledge on Close protection procedures and practices is required Previous experience in the Middle East is required.
