Setting and ReportingOn 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO’s mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in the United Nations Truce Supervision Organization (UNTSO), Jerusalem. Under the overall supervision of the Chief Security Officer, the Security Information Analyst/Security Officer, FS-4, reports to the Chief Security Information and Operations Center (C/SIOC) on all assigned tasks. ResponsibilitiesResponsibilities Within the limits of delegated authority, the Security Officer will be responsible for performing the following duties: • Assists the C/SIOC, CSO /DCSO in the supervision of a Security Unit, as assigned; • Drafts and updates security contingency plans for a security unit; • Monitors prevailing local security conditions and trends and advises UNTSO personnel, project personnel and eligible dependents on security issues; • Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan; • Monitors air, land and sea emergency evacuation capability; conducts evacuation exercises; • Assists in the evaluation accessible areas, maintains tracking systems and assists in the coordination of a 24-hour Emergency Response System; • Contributes to security risk assessments for the area of operations; • Monitors, conducts or coordinates security operations; • Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders; • Assists in the identification and coordination of security information requirements, collection, collation and dissemination of security threat information to security personnel, mission or area security leadership. • Contributes to trend analysis, collects information on factors of insecurity, participates in the determination of the relevance and validity of security information and the reliability of information resources. • Assist C/SIOC , CSO/DCSO in the development of security risk assessments or in preparation of rapid threat and risk assessments. • Contribute to corresponding security advisories and recommendations on security operating procedures. • Assists senior Officers in briefing to the CSO /DCSO or C/SIOC on the status, activity and requirements of the unit; Assists and replaces the Supervisor SIOC-ops during their absence. • Conducts routine physical security inspections of facilities; evaluates office physical security measures and conducts security surveys of installations and facilities; implements security arrangements. • Required to work in night shifts and contribute to the 24/7 operations when necessary. • Assist in the training of UNTSO personnel and eligible dependents on security matters, as assigned; • Contributes to the identification of gaps in existing capability and makes recommendation for amendment where necessary; • As required conducts Security Risk Management (PSRA/SRM) for Senior UN Officials visits in coordination with UNTSO's Personal Protection Coordinator. • Conducts Residential Security Measures (RSM) of Residences of Civilians and UNMOs • Acts as Operations Duty Officer within the UNTSO Jerusalem HQ • Participates in research on specific threat factors and supports the Crisis Management Team (CMT) in response to specific security incidents. • Maintains effective communication channels with security authorities of Host Countries and other interlocutors • Performs any other duties as assigned by C/SIOC.
