About this position

The Infrastructure and Energy Sector (INE) of the Vice Presidency for Sectors and Knowledge seeks an outstanding and experienced economist to lead its policy research program at Headquarters in Washington, D.C.

You will work as part of a team under the supervision of the INE Sector Manager. INE assists member countries in designing and implementing infrastructure (energy, water and sanitation, transport, solid waste and social infrastructure) policies that promote economic growth, development, environmental and social sustainability and poverty reduction. The countries in the region seek high quality support from the Bank and the key strategic areas of assistance in the infrastructure arena include: (a) planning and programming of infrastructure sectors and services, with particular attention to the improvement of the accessibility to quality and affordable services; (b) strategies and mechanisms for managing, financing, pricing, and maintaining infrastructure assets (with renewed interest in private sector participation and public-private partnerships); (c) digitalization of infrastructure, from construction to service provision, (d) investments to make infrastructure more inclusive by creating new and better jobs and design services to reduce prevailing gender biases and; (e) attention to externalities, including environmental, climate change, energy efficiency, air quality issues and travel safety.

The main objective of the research and technical assistance work of INE is to support the quality of current and future operations, as well as the policy dialogue with member countries.

What you’ll do:

The selected candidate will perform the following activities:

· Lead the evaluation of infrastructure investment policies and institutions in Latin America and the Caribbean and provide policy recommendations to IDB’s member countries.

· Lead the preparation and supervise the execution of INE’s knowledge agenda ensuring the elaboration of knowledge products abides by the highest scientific standards.

· Contribute to the integration of technical knowledge and analysis into the design, monitoring, and evaluation of INE’s operations and technical cooperations.

· Coordinate, supervise, and write INE’s working papers and research flagships, as well as develop their dissemination through professional journals and internal and external workshops and conferences.

· Promote joint research projects and dialogue with other areas of the IDBG; multilateral, regional, international, and national institutions; and leading universities.

· Participate with project teams to engage governments, service providers and other economic decision makers on issues relevant to advance the infrastructure agenda, including through lending and policy based financial instruments and technical assistance.

· Contribute to the IDB’s country programming exercises and policy dialogues.

· Contribute to the formulation of the IDB’s overall knowledge strategy and its evaluation through active participation in the IDB’s Knowledge Committee.

· Actively seek to disseminate relevant innovative academic research and facilitate knowledge exchange between IDB Group divisions and departments.

Work in close coordination with INE’s Divisions and Groups: Energy (ENE), Transport (TSP), Water and Sanitation (WSA) and the Social Infrastructure Group.
Foster collaboration with IDB Invest and other Bank Sectors and Divisions in the development and implementation of INE’s knowledge agenda.

What you'll need:

Education: You hold a PhD degree in Economics. Experience: You have a minimum of 15 years of professional experience with policy research and data analysis in infrastructure. A solid record of publications, particularly in leading general and sector journals is a plus. Languages: Proficiency in Spanish and English, spoken and written is required. Additional knowledge of French and Portuguese is a plus.

Type of contract and duration

International staff contract, 36 months initially, renewable upon mutual agreement.
