Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

Within the Office of the Deputy Director General, the Section for Safeguards Programme Coordination (SPC) is the principal advisory body supporting the Department’s management. The Section provides coordination and support in the areas of safeguards implementation, programme and budget, human resources, performance monitoring, effectiveness evaluation, communication, and in formulation and execution of departmental policies and procedures.

Main Purpose

The Safeguards Officer supports DDG-SG with regard to developing strategies and policies to increase coordination on safeguards implementation practices; he/she helps implement performance monitoring in the Department; he/she liaises with senior staff in the Department, within the Secretariat and with Member States to ensure the effective and efficient application of safeguards on a non-discriminatory basis.

Role

Under the supervision and guidance of the Section Head, the Safeguards Officer is: (1) a management officer, providing analysis and background information to the SH-SPC on the formulation of safeguards strategy and policy, facilitating their implementation and staying aware of projects and work related to safeguards involving other IAEA staff and experts from Member States; (2) a facilitator, providing timely, accurate, and efficient support to facilitate the approval of relevant documents by the DDG, the IAEA Policy-Making Organs and key advisory bodies and contributing to cross cutting activities with other IAEA Departments.

Functions / Key Results Expected

Participate in the Departmental review process for safeguards related policies, approaches, procedures, with the view of supporting DDG with regard to document approval; ensure that documents submitted to DDG for approval meet the highest quality standard.
Participate in analysing practices of safeguards implementation and provide analyses notes considering practical problems of safeguards implementation.
Contribute to the implementation of Departmental performance monitoring.
Coordinate Department's responses to requests made by the Office of the Director General. Contribute, as deemed necessary, to the preparation of documents for the Board of Governors and the General Conference. Contribute/prepare briefing notes for DDG and DG as required.
Support DDG's participation in DG's meetings and other meetings inside and outside the IAEA (suggesting/preparing DDG's key notes, talking points) and coordinate with the Communication Advisor.
Contribute to policy coordination with the Policy-Making Organs, the Office of External Relations and Policy Coordination and the Office of Legal Affairs in matters related to safeguards implementation. Participate in the implementation of cross-cutting Major Programme 4 activities among the implementing organizational units inside and outside the Department.
Participate in the Departmental technical Safeguards committees and sub-committees as requested. Represent the Department in internal IAEA meetings, working groups and other assignments as required.

Qualifications, Experience and Language skills

  • Master's Degree - Advanced University degree in physics, chemistry, engineering or international relations/political science.
  • Bachelor's Degree - University degree in physics, chemistry, engineering or international relations/political science or related Science with two years of relevant additional experience may be considered in lieu of advanced university degree.
  • Minimum 7 years of working experience in the nuclear field, preferably including experience with safeguards implementation practices, policies, and support.
  • Experience in organizing and conducting working groups and technical meetings.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

    Remuneration

    The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84672 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 39372*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
