Role and responsibilities
The Safe and Inclusive Programming (SIP) Technical Officer will work closely with the SIP Manager on the implementation of the NRC Minimum Standards for Safe and Inclusive Programming (SIP) and supporting the implementation of the SIP standards in NRC Ukraine. SIP is the term that NRC uses to describe protection mainstreaming in humanitarian aid, and is strongly linked to gender, age, diversity mainstreaming and disability inclusion. SIP is foundational to NRC’s Ways of Working and consists of four overarching elements and 11 minimum standards. It ensures that our programmes respect humanitarian standards, and are participatory, accountable to affected populations, inclusive and dignified for the communities and people we work with.
The position encompasses travelling to NRCs offices around Ukraine to support the implementation of SIP and conduct training relevant to SIP.
The position sits within the SIP Team, which also includes Community Engagement and Accountability and NRCs and NRCs Community Feedback Mechanism Team. The majority of the SIP Team is based in Kyiv. If the successful candidate is not base in Kyiv, they will have regular travel to Kyiv, especially in the onboarding period.

Generic responsibilities
- Support the contextualise and the implementation of NRC’s Minimum Standards for Safe and Inclusive Programming (SIP) across Ukraine, in line with NRC's country and global Safe and Inclusive Programming Strategic Initiative.
- Supports the development of processes that can strengthen the implementation of SIP and follow up on their implementation with the NRC staff in area offices and technical sector specialists.
- Train NRC’s programme and support staff on the NRC’s SIP-related policies and tools related to the application of the Minimum Standards.
- Provide ad hoc technical advice and support to the area office field teams on SIP. This is to ensure adherence to the SIP standards (especially on the minimum standards) during planning, implementation and monitoring of NRC’s programming.
- Collaborate with colleagues working on Monitoring and Evaluation, HR, Finance, Logistics, and Risk and Compliance- to ensure SIP integration across systems and processes.
Specific responsibilities
- Support the implementation of the SIP Action Plan developed in 2023, including the following priorities: integrating SIP into all stages of the project process, embed protection risk questions in assessments, facilitate initiatives to increase inclusion, strengthened referral systems, and assist in developing guidance with sector specialists.
- Carry out regular training/awareness raising sessions for staff, including on protection mainstreaming, gender, disability, accountability, and participation and empowerment.
- Accompany field staff on community visits to assess SIP standards.
- Ad hoc tasks, including close collaboration with other SIP Team members, hereunder the Community Feedback Mechanism Team.

Professional competencies
- 1 to 3 years of experience in a similar or related field.
- Relevant degree in Law, Social Studies, the Humanities, Anthropology, Ethnography, Political Science, Education or similar.
- Experience from working in a humanitarian context.
- Experience and ability to train others and transfer knowledge.
- Experience working on inclusion, gender, disability, protection, accountability, community engagement, is an advantage.
- Fluency in both English and Ukrainian (speaking, reading, writing).
