Project Overview and Role:
Palladium is searching for a talent acquisition expert to work with us on the roster of the Centre for Disaster Protection (the Centre) ,the UK’s flagship Disaster Risk Finance (DRF) technical assistance programme.

It supports developing countries to strengthen their pre-disaster planning and financial arrangements so they can respond more rapidly and effectively when a disaster strikes, thereby reducing the impact on people and helping to safeguard economic development. The Centre, which is based in London, is funded by UKAiD through the Prosperity Fund and the UK Department for International Development (DFID).

The Roster Manager will sit under the Deputy Director – Operationsand be responsible for the buil ding, expansion, and maintenance of the Centre’s dynamic roster of expert consultants. They will work closely be responsible for providing a roster that nimbly responds to required surge, research, administrative and technical inputs through a suitably qualified pool of consultants as the Centre scales-up.

In this role, you would:
* Lead talent acquisition to build a dynamic roster of expert consultants by working closely with the Leadership team to identify upcoming support required based on programme needs and the workplan
* Support the Director and Leadership Team in developing the strategy for roster maintenance and expansion. Actively continue to recruit and grow the roster in response to changing demands of the programme. Focused recruitment campaign could include specific sectors, expertise, geographic experience in response to programme surges. Initial areas of interest are risk management, economics, public financial management, risk modelling, finance, actuarial science, humanitarian delivery, gender, inclusion, monitoring and evaluation, service delivery, research management and communications.
* Responsible for maintaining the roster of consultants available for assignments, including regular communication with key consultants and relationship-building
* Manage due diligence and background checks for all consultants
* Coordinate with Project Associate(s) to ensure all consultants on the roster have relevant levels of HEAT training
* Responsible for contracting for all deployments with support from Project Associate(s)
* Manage Project Associate(s) in identifying and planning for logistic support needed for deployment
* Support the Leadership Team with risk management and mitigation for the Centre
* Contribute to client reporting requirements

Required Qualifications:
* Significant experience designing and managing a dynamic roster on large, complex international programmes is required
* Expertise effectively and quickly recruiting individuals in risk management, economics, public financial management, risk modelling, finance, actuarial science, humanitarian delivery, gender, inclusion, monitoring and evaluation, service delivery.
* Experience working with the UK Government, and in particular the Department for International Development
* Experience of managing induction and deployment processes would be an advantage
* Experience of dealing with staff working or deploying overseas would be an advantage.
* Demonstrated ability to work effectively in a small team, build good relationships with team members
* Outstanding organisational skills in terms of planning, managing information, controlling timelines and meeting deadlines
* Strong communication and interpersonal skills, and proven experience of building excellent working relationships, both internal and external.
* Proven ability to communicate complex procedures and situations to varied stakeholders/clients
* Proven ability to deal with a varied, demanding, often conflicting and rapidly changing workload.
