Background:
NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

The M&E Officer supports the Country Monitoring and Evaluation unit accomplish M&E goals for the Country program with focus on Data collection, Reporting and Complaint Mechanisms.
Generic responsibilities
Adherence to NRC policies, guidance and procedures. Provide regular progress reports (As per GORS) to the M&E Manager, CC Specialists, Area Managers and Area M&Es. Coordinate and spearhead the output and outcome reporting and eliminating all discrepancies between different reporting streams. Capacity building and training of program staff on M&E and progress monitoring. Support in standardizing M&E tools and processes for Multi-area projects. Collect, collate and analyse complaints data,Specific responsibilities
Follow up, compile, and quality-check Output reports. Support outcome monitoring exercises in the aspects of planning, collection and analysis of data. examples of these are Post Distribution Monitoring, Baselines and Endlines surveys etc. Ensure that progress summaries are shared with relevant staff at different levels. Support in developing data collection methods, tools and storage systems, and if necessary the actual data collection. Ensure verification of data; conduct data analysis; contribute to data report writing; using software including but not limited to Excel, Kobo and PowerBi Train and support programme staff and enumerators on using data collection tools, including but not limited to Excel and Kobo. Report cluster/sector 4Ws & 5Ws for Core Competencies (sectors). Represent NRC in coordinate field M&E activities. Complete ongoing mandatory trainings and follow a custom professional development plan Any other task relevant to the position as requested by the M&E Manager.Skills & Experience
Degree in statistics, Development Studies, Social Science or any related discipline. At least two to three years for officer in design and implementation of livelihoods and food security schemes projects Experience of reporting, droughts, or emergency is highly desirable Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Knowledge of EnglishMore Information
