Introduction
These Terms of Reference outline the engagement of an Implementing Partner to support UN-Habitat work on urban recovery planning in Ukraine. The activities build upon the results of UN-Habitat’s initial interventions in Myrhorod and Opishnia Hromadas, in Poltava Oblast.
Building on the urban planning documents developed by the municipalities during the first phase of the project, the Implementing Partner will collaborate with UN-Habitat to support the operationalisation of the Comprehensive Recovery Programmes in Myrhorod and Opishnia.
The activities will include development of an implementation roadmap, strategic planning, project design and public participation.
Main activities to be carried out during this Assignment
Under the general supervision of UN-Habitat, the selected Implementing Partner will be supporting the operationalisation of the Comprehensive Recovery Programmes in Myrhorod and Opishnia. The Comprehensive Recovery Programme is a legally binding planning document designed to guide the sustainable recovery and long-term development of the Hromada following the full-scale invasion by the Russian Federation.
The project consists of three components:

The work outlined in this RFP is scheduled to commence in July 2025 and be completed within November 2025.
