The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Programme Office in Dushanbe (POiD) is involved in a wide range of activities, ranging from arms control, counter-terrorism and border management projects to disaster risk reduction, good governance, trafficking in human beings and gender equality. The OSCE Programme Office in Dushanbe implements its activities in all three dimensions within the OSCE’s comprehensive and co-operative approach to security. It assists Tajikistan in tackling problems and threats to security and supports conflict prevention and crisis management measures. It also assists in strengthening democratic political institutions, the police service, rule of law and respect for human rights.

Under the direct supervision of the Senior Executive Officer, the Reporting and Communications Officer will work in the POiD’s Communications and Reporting Unit (CRU) . CRU is one of three units embedded in the Office of Head of Office (OHoO)- which ensures consistency in the Office’s external reporting, Office-wide programmatic coordination and coherence with the mandate of the OSCE POiD

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

University education in telecommunications, electronic engineering or related field or relevant experience in information, communications or networking;Relevant professional experience in the design, implementation and operation of complex communications networks including the implementation of international communications project;Ability to provide technical advice and guidance, and to plan for the introduction and use of a wide range of communications equipment in field locations;Knowledge of mobile and base station radio, satellite, PTT and cellular systems in support of voice and data communications systems.

Level of Professional Competence Requirements

First-level university degree in a relevant field;

Minimum 6 years of relevant professional experience;

Mission Specific Requirements

Additionally, this particular post has specific requirements:

International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;

Mandatory:

Previous proven experience in drafting, editing, clearance and reporting, including previous international work experience in this area;Experience in strategic communication and writing skills for a variety of audiences;Previous relevant supervisory and/or managerial experience;Experience in situations and thematic analysis;Professional fluency in the English language, both oral and written;Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;Computer literate with practical experience using Microsoft applications.

Desirable:

Working knowledge of the Russian and/or Tajik languages;Previous work experience in an international environment or within international operational Missions;Experience of working in the Central Asian region and/or knowledge of the region;Proven management and supervisory experience.

Tasks and Responsibilities

Under the direct supervision of the Senior Executive Officer and overall supervision of Deputy head of Office, the successful candidate will be tasked with the following duties:

Supervising and managing all aspects of the Office’s external communication and reporting requirements, including revising and editing reports, and compiling, drafting, or clearing speeches and talking points of the Head and Deputy Head of Office;Preparing, coordinating, and supervising the drafting and clearance of press releases, social media posts, and other communications and outreach texts;Coordinating and delegating tasks within the Communication and Reporting Unit and programmatic departments, ensuring tasks related to visibility and external communication are conducted in a structured, timely, and accurate manner, in line with an annual communications plan and communication strategy;Assisting in developing a communications strategy aimed at increasing public understanding of the work of OSCE and generating maximum coverage of Mission activities in local, regional, and international media;Monitoring key political, economic, and social developments in the country, informing the Head of Office (HoO), Deputy Head of Office (DHoO), and senior management accordingly, and acting as the Office’s Early Warning Focal Point;Contributing to the effective functioning of Senior Management by providing analytical advice on public information policy and supporting the organization of high-level visits.
