The main framework for the UNHCR facilitated Voluntary Repatriation in Pakistan is the regional Solutions Strategy for Afghan Refugees (SSAR) and the Tripartite Commission agreements between the Government of Afghanistan, the Government of Pakistan and UNHCR. As per these frameworks, Voluntary Repatriation continues to be a key priority that is closely linked with sustainable reintegration support in Afghanistan. Hence, UNHCR will continue to support Voluntary Repatriation in safety and dignity as the preferred solution for the Afghan refugees.
Since 1 November 2023, with the implementation of Illegal Foreigners Repatriation Plan (IFRP) by the Government of Pakistan and owing to a variety of other factors, UNHCR Sub Office Quetta has witnessed a massive surge in the number of families approaching the UNHCR Voluntary Repatriation Centre (VRC) in Baleli for repatriation to Afghanistan. Keeping in view the implementation of second phase of IFRP during 2024, the current staffing is insufficient to deal with the new operational realities. Therefore, UNHCR SO Quetta has developed a plan of action based on 2024 contingency planning to increase processing capacity at VRC Baleli. The plan calls for considerable additional resource requirements, including human resources.

The Individual Contractor will perform the functions of a Repatriation Assistant. S/he should implement the voluntary repatriation programme, in compliance with requisite standard operating procedures. S/he should contribute to ensuring that all repatriation processes respect the principle of voluntariness, to occur in safety and with dignity, with the full participation and support of persons and communities of concern to UNHCR. Duties and responsibilities will be those outlined in the generic Job Description of a Repatriation Assistant and will include the following (non-exhaustive) activities:
• Counselling refugee returnees during the volrep scheduling about the eligibility criteria for volrep, family composition, registration of children, need for BIA/BID, validation of UMRFs, luggage requirement and any other counselling.
• Conducting physical verification and checking family composition to ensure family unity.
• Provide counselling to refugees on the voluntary repatriation process and ensure that they make informed decisions on return;
• Conduct confidential protection interviews when requested;
• Participate in the mass information activities in order to inform refugee communities and other relevant stakeholders about the voluntary repatriation programme;
• Provide logistical and administrative support to facilitate voluntary repatriation border-crossing movements;
• Assist in identification of vulnerable refugee returnees and assessing their specific needs and advise on the required responses;
• Enter data of refugee returnees in the relevant database, highlighting type of specific needs;
• Enlist belongings of repatriating families on the prescribed form to facilitate border crossing;
• Ensure and verify correct family composition and registration of new-born babies and children before deregistration from NADRA database;
• Preparation of Voluntary Repatriation Forms and other relevant documents;
• Conduct BIMS/IRIS and record correct data in the ARRD and scanning the QR Code;
• Conduct exit interviews using the exit questionnaire;
• Monitor waiting areas to ensure appropriate treatment of refugees in accordance with AGDM principles;
• Liaise with relevant stakeholders at all levels of the repatriation process;
• Promptly address queries from refugees and provide guidance when required;
• Prepare weekly/monthly progress reports
• Collect data and other information on development and/or subject-matter activities of the country or area;
• Assist supervisor in planning, formulating, and evaluating the project;
• Perform other duties as required by the Office.
3. Monitoring and Progress Controls (Clear description of measurable outputs, milestones, key performance indicators and/or
reporting requirements which will enable performance monitoring)
• Regularly, as requested by the manager.
• Produce daily reports and log sheets of the activit(ies) undertaken
• Repatriation data records and electronic databases are up to date and securely maintained, in line with the applicable SOPs.
• Repatriating refugees are facilitated and assisted to return in safety and with dignity
4. Qualifications and Experience (List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)
