Project Description The purpose of the upcoming USAID-funded Energy Conservation and Resilience (ENCORE) program is to increase Jamaica's resilience through a strengthened energy sector delivering more renewable and reliable energy to more people, including vulnerable populations. ENCORE will lead to an increase in the use of renewable and reliable energy for Jamaican homes, businesses, and critical facilities, and their beneficiaries, including vulnerable populations; increased energy efficiency; reduced greenhouse gas emissions; a strengthened energy sector, including the public and private sectors; increased human and institutional capacity to advance renewable energy; and increased international finance attracted for the energy sector. Position Description RTI seeks a Renewable Energy Lead (RE Lead) for the anticipated Energy Conservation and Resilience (ENCORE) program. They will be responsible overseeing support to competitive energy procurements, as well as technical assistance to private sector companies considering investing in solar. Additionally, this role will provide technical assistance to private sector companies (and their industry associations) selling home and business renewable energy systems and related products to scale sales and add new product offerings. This position will report to the Chief of Party and will be based in Kingston, Jamaica or elsewhere in Jamaica on a case-by-case basis. Position is contingent upon award and funding. Responsibilities Serve as the technical expert on renewable energy technologies and contribute to technical deliverables. Advise government stakeholders on improving legal, policy, regulatory, fiscal, and technical measures to increase more reliable grid-connected renewable electricity. Identify opportunities and challenges for accelerating deployment of RE technologies in the Jamaican energy sector. Support bidders to develop proposals for competitive procurements (technical and financial advisory assistance). Support private sector businesses involved in the development or installation of renewable energy technologies, specifically in solar. Conduct trainings and capacity development workshops for developers, policy makers, government counterparts, and regulators. Qualifications Bachelor's Degree and 8 years of experience, or Master's degree and 6 years of experience. Minimum five years in policy and regulatory analysis or planning, financing, and deployment of solar/wind/BESS/grid integration of RE. Demonstrated networked in Jamaica particularly with leading RE players, financial institutions, and service providers required. Demonstrated experience is M&A related to RE is highly desirable. Demonstrated skills in building, mobilizing, and leading multidisciplinary teams. Proven ability to work under pressure, and with multiple concurrent demands. Excellent communication and interpersonal skills. Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff. Experience working in Jamaica. Excellent oral and written English language communication skills required. #LI-JB1
