The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Regional ICT Manager for Latin America who will be responsible to promote and support the successful implementation of technology in the region so that NRC can better support its mission. Working with country level ICT focal points and senior managers, this position will guide and ensure field level ICT strategy is in line with global objectives and compliant with our overall framework.  As a member of the Global ICT Management Forum, the Regional ICT Manager will provide the necessary technology leadership and direction at regional level and be a technical resource for ICT staff and initiatives at country level.  

What you will do

  1. Lead the development of the ICT/technology components of the regional strategy, as per the NRC’s global ICT strategy (direction, guidance, and standards), and ensure the dissemination and implementation in the region.
  2. Provide strategic input to Country Office ICT colleagues and Senior management on strategy, with relation to ICT/technology plans and initiatives.
  3. Contribute to the global ICT strategy, policies, and development priorities by representing Country and Regional ICT needs and priorities.
  4. Manage performance and staff development of any regional ICT staff and play a technical role in these activities for the most senior ICT staff in countries within the region. 
  5. Support and monitor compliance with the ICT strategy and policies, and respective quality assurances – including through field visits and spot checks.
  6. Responsible for planning, aligning, and coordinating the roll out and use of global digital solutions across the entire region.

    What you will bring

    • Minimum of 3 years working in IT roles at managerial or equivalent level
    • Proven technical ICT management expertise
    • Experience in leading technology projects and/or roll outs
    • Broad knowledge or experience of ICT tools and solutions 
    • Knowledge and experience in NRC ICT tools/systems: O365 and Microsoft Azure environment, Microsoft windows server, Windows 10+, Antivirus software: F-secure, Service desk solutions, Backups and DRP, MySQL and SQL databases,  Salesforce, PaaS, SaaS, Networking: Cisco Meraki, TCP/IP, LAN/WAN etc. 
    • Ability to work with remote teams.
    • Project Management Skills 
    • Fluency in English and Spanish both written and verbal 
    • Experience with start-up operation is a plus  
    • Knowledge of the context in the countries supported by the region is an asset   What we offer

          The Latin American (LA) region faces multiple complex emergencies, including the internal and regional impact of the crisis in Venezuela, the humanitarian consequences of the armed conflict in Colombia, and the pervasive high levels of generalised violence in the North of Central America and in Mexico. These conditions produce some of the highest forced displacement numbers in the world. According to UNHCR, there are over 15 million displacement-affected people, including some 7,4 million Internally Displaced Persons (IDPs) across NRC country programme coverage in Latin America. The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination and exclusion. Those phenomena are accelerating across the region. 

          NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.
