The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Regional Head of Finance for Latin America who will assume the overall responsibility for financial management in the region promoting innovation and learning, and a cost-conscious culture with a high focus on quality. The Regional Head of Finance has the overall responsibility for the strategic development of the Finance in the region including delivery of strategic analysis to NRCs regional management. In addition, the post holder should provide direction to country finance management in line with NRC HOs policies and initiatives in order to provide maximum support to the delivery of humanitarian assistance in the region. 

The post holder will work actively across the region to ensure strategic planning includes financial aspects that are aligned with global finance priorities.  They will also feed in the field perspective from AELA countries to the development of Global Finance initiatives.

What you will do

1. Plan and participate in establishing new country operations in the region-
2. Participate in Heads of Finance forum- 
3. Represent the region in Global Finance Forum-
4. Contribute the establishment and start-up of the new regional office.
5. Ensure adequate financial management routines and systems are in place at LARO; NRC’s budgeting, accounting practices and standards are followed timely and in accordance with requirements from NRC, donors, auditors, and relevant authorities.
6. Ensure KPI reports and financial analysis are shared monthly with the Regional Management Team to support decision-making.

   What you will bring

   • 5 or more years professional knowledge and experience in Finance, including financial and management accounting, budgeting, and stakeholder reporting
   • Preferably 5 years of relevant experience as a Finance Adviser or equivalent working within an international context (preferably the humanitarian field)
   • Experience from working in complex and volatile contexts, in order to develop an understanding of the particular demands facing accounting and financial management within an international context.
   • Relevant qualifications (Eg Accountancy, MBA) 
   • Documented results related to the position’s responsibilities.
   • Fluency in English and Spanish, both written and verbal 
   • Knowledge of the countries supported by the section is an asset
   • Understanding of donor/funder financial accountability and reporting is an asset
   • Sufficient technical expertise and credibility to act as the Team Leader What we offer
     • Duty station: Bogotá, Colombia
     • Contract: national or international, 12 months, extendable
     • Travel: up to 30% 
     • Salary/benefits: grade 10 on NRC’s regional salary scale, with accompanying terms and conditions for international contracts

         The Latin American (LA) region faces multiple complex emergencies, including the internal and regional impact of the crisis in Venezuela, the humanitarian consequences of the armed conflict in Colombia, and the pervasive high levels of generalised violence in the North of Central America and in Mexico. These conditions produce some of the highest forced displacement numbers in the world. According to UNHCR, there are over 15 million displacement-affected people, including some 7,4 million Internally Displaced Persons (IDPs) across NRC country programme coverage in Latin America. The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination, and exclusion. Those phenomena are accelerating across the region.  

         NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala, and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy, and support functions.
