THE ORGANIZATIONAL SETTING
The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States in their implementation activities.
In this context the Capacity, Development and Implementation Bureau (CDI) of the SAM Regional Office is responsible for supporting the administration of Regional Projects RLA/99/901, RLA/03/901 and RLA/06/901, also assist and coordinate the activities of regional and national projects. In addition, supports Regional Office to assist and advise the South American States, in terms of their needs for the proper implementation of the ICAO policies, standards and recommended practices (SARPs), through CDI Projects.
The objective of the RLA/03/901 project is to count with a multinational mechanism for the Administration of the South American Digital Network (REDDIG), taking into consideration the regional developments in this matter. Also, meanwhile this multinational mechanism is established, the project will manage the REDDIG temporarily and it will implement CNS/ATM applications in accordance with the CAR/SAM FASID.
In coordination with SAM Regional Office:
Manage the technical operation of the network (VSAT and MPLS), seeking optimum efficiency, and providing appropriate assistance to the nodes for the identification and solution of the operation problems that will arise. Coordinate with communication service providers of other regional networks for the introduction of new services or any issue related to interconnections between regional networks and REDDIG, in accordance with the established Memorandums of Understanding (MoUs). Coordinate with regional network communications service providers to introduce new services or resolve interconnection issues, in accordance with the relevant MoUs. Coordinate with MPLS Ground Network Communication service providers the introduction of new services or the attention of any problem involved in the network following the SLA (Service Level Agreement) established between ICAO and MPLS provider.Professionalism: In-depth knowledge of Microsoft Office and other administrative tools; good drafting skills of documents and emails; sound knowledge of project management techniques; knowledge of ICAO CDI Programme and familiarity with ISO 9001 Quality Management System; shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

CONDITIONS OF EMPLOYMENT It should be noted that this post is to be filled on a fixed-term basis for an initial period of 1 year (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.
